The possibility of adapting the provisions of the articles to suit the characteristics and uses of a specific international watercourse, as provided for in draft article 3, should be clarified to dispel any doubts about a possible challenge by a watercourse State of the fundamental principles of the draft articles, in particular the principles of equitable and reasonable utilization and participation.
