The Committee's general comment No. 6 (1982) on the right to life states that States parties should take specific and effective measures to prevent the disappearance of individuals and should establish effective facilities and procedures to investigate thoroughly cases of missing and disappeared persons in circumstances which may involve a violation of the right to life.
17- وتقول اللجنة في تعليقها العام رقم 6(6) إن الدول الأطراف تتخذ تدابير محددة وفعالة لمنع الاختفاء وتوفر رسائل وإجراءات فعالة لإجراء تحقيقات معمقة في حالات المختفين في ظروف قد تنطوي على انتهاك للحق في الحياة.

In its general comment No. 6, the Committee says that States parties should take specific and effective measures to prevent the disappearance of individuals and should establish effective facilities and procedures to investigate thoroughly cases of missing and disappeared persons in circumstances which may involve a violation of the right to life.

He invokes general comment No. 6 (1982) on article 6 (right to life), in which the Committee stated that " States should establish effective facilities and procedures to investigate thoroughly cases of missing and disappeared persons in circumstances which may involve a violation of the right to life " .

9.11 The Committee refers to its general comment No. 6 (16) concerning article 6 of the Covenant, which provides inter alia that States parties should take specific and effective measures to prevent the disappearance of individuals and establish facilities and procedures to investigate thoroughly, by an appropriate impartial body, cases of missing and disappeared persons in circumstances which may involve a violation of the right to life.
