151. Also, at local elections, in the event none of the organisations of the citizens belonging to national minorities, other than the Hungarian one, has obtained at least a mandate, a councillor's mandate shall be assigned, from among the ones left from the first stage, to the organisation having reached the election threshold and having obtained the highest number of validly expressed votes of all those organisations.
151- وفي الانتخابات المحلية أيضاً، إذا لم تحصل أي منظمة من منظمات المواطنين المنتمين إلى أقليات وطنية، عدا الهنغارية، على ولاية واحدة على الأقل، تُسند ولاية مستشار من الولايات المتبقية في المرحلة الأولى إلى المنظمة التي بلغت العتبة الانتخابية والتي حصلت على أكبر عدد من الأصوات الصالحة المدلى بها لفائدة تلك المنظمات.

49. Concerning the report submitted by Slovakia, the Committee on Economic, Social and Cultural Rights recommended that the Government take steps, such as the imposition of penalties, to ensure implementation of the law governing minority languages, under which all citizens belonging to minority groups were allowed to use minority languages in their dealings with public administration (E/C.12/SVK/CO/2, para. 27).
