The Congress of Local and Regional Authorities of Europe and the Association of Local Democracy Agencies, set up by the Council of Europe to promote cooperation in south-east Europe, took part in celebrations of World Habitat Day in Geneva on 7 October 2002 and were included as panellists in the round table organized in the Palais des Nations on the theme of city-to-city cooperation.
