For example, although compensation was not an enforceable right for persons claiming to be victims of unlawful arrest, awards had been made, not on the basis of domestic law or because the Covenant's relevant provisions were self—executing but because such international provisions could be deemed to provide a standard of what was fair, just and reasonable.
