Many States parties needed help in order to destroy their stockpiles, clear mined areas and release suspect areas.

It is critical to addressing those challenges that we intensify our efforts to mobilize resources, to clear mined areas and to assist those who have become victims of those lethal weapons.

The following 3 States Parties have taken action on this front by incorporating into their Poverty Reduction Strategy Papers (PRSPs) efforts to clear mined areas and to enhance the opportunities of persons with disabilities: Bosnia and Herzegovina, Cambodia and Chad.
وقد اتخذت الدول الأطراف ال3 التالية إجراءات في هذا المضمار، حيث أدرجت في أوراق استراتيجيتها الخاصة بالحد من الفقر الجهود الرامية إلى تطهير المناطق الملغومة وتعزيز فرص المعوقين: البوسنة والهرسك، وتشاد، وكمبوديا.

It featured an assessment of progress and challenges in the States Parties' efforts to clear mined areas, assist victims, destroy stockpiled mines, establish national implementation measures, exchange information and generate necessary resources in a manner consistent with the provisions of the Convention.

88. The Convention is clear that fulfilling obligations to destroy stockpiled antipersonnel mines and to clear mined areas is the responsibility of each individual State Party, just as ensuring the well-being of a country's citizens - including mine victims - is a national responsibility.
88- وتبين الاتفاقية بوضوح أن الوفاء بالالتزامات المتعلقة بتدمير مخزون الألغام المضادة للأفراد وتطهير المناطق المزروعة بالألغام هي مسؤولية أُوكِل بها إلى كل دولة طرف، مثلما أن ضمان رفاهية مواطني بلد ما - بمن فيهم ضحايا الألغام - مسؤولية وطنية.

112. The First Review Conference highlighted that " the Convention is clear that fulfilling obligations to destroy stockpiled anti-personnel mines and to clear mined areas is the responsibility of each individual State Party, just as ensuring the well-being of a country's citizens - including mine victims - is a national responsibility. "
112- أبرز المؤتمر الاستعراضي الأول أن " الاتفاقية تبين بوضوح أن الوفاء بالالتزامات المتعلقة بتدمير مخزون الألغام المضادة للأفراد وتطهير المناطق المزروعة بالألغام من مسؤولية كل دولة طرف، مثلما أن ضمان رفاهية مواطني بلد ما - بمن فيهم ضحايا الألغام - مسؤولية وطنية " .

11. We recognize that to achieve the promise of this unique and important humanitarian instrument, we must continue working tirelessly in all parts of the world to end the use of anti-personnel mines, to eradicate destroy stockpiles, to cease development, production and transfers of these weapons, to clear mined areas to free land from its deadly bondage, to assist victims to reclaim their lives with dignity and to prevent new victims.
11 - إننا نسلم بأن تحقيق وعود هذا الصك الإنساني الفريد والهام يقتضي منا مواصلة العمل دون هوادة في جميع أنحاء العالم من أجل إنهاء استخدام الألغام المضادة للأفراد، وتدمير مخزوناتها، والكف عن استحداث هذه الأسلحة وإنتاجها ونقلها، وتطهير مناطق الألغام لتحرير الأرض من ربقتها القاتلة، ومساعدة الضحايا على استئناف التمتع بحياتهم في كرامة، ومنع وقوع ضحايا جدد.
