In regard to the letter of the United States, the Commission noted that both annex II to the Convention and the rules of procedure of the Commission provided for only one role to be played by other States in regard to the consideration of the data and other material submitted by coastal States concerning the outer limits of the continental shelf beyond 200 nautical miles.

The Commission recalled that one of its functions is to consider the data and other material submitted by coastal States concerning the outer limits of the continental shelf in areas where those limits extend beyond 200 nautical miles, and to make recommendations in accordance with article 76 and the Statement of Understanding adopted on 29 August 1980 by the Third United Nations Conference on the Law of the Sea.

The functions of the Commission, whose 21 members were elected in 1997, are to consider the data and other material submitted by coastal States concerning the outer limits of the continental shelf in areas where those limits extend beyond 200 nautical miles, to make recommendations to coastal States in accordance with UNCLOS, as well as to provide scientific and technical advice in this respect if requested by coastal States.
وتتمثل مهام اللجنة التي انتخب أعضاؤها وهم ٢١ عضوا، عام ١٩٩٧، في دراسة البيانات والمواد اﻷخرى التي تقدمها الدول الساحلية بشأن الحدود الخارجية للجرف القاري في المناطق التي تتجاوز فيها تلك الحدود ٢٠٠ ميل بحري، وتقديم توصيات إلى الدول الساحلية وفقا للاتفاقية، وإسداء المشورة العلمية والتقنية في هذا الصدد عندما تطلبها الدول الساحلية.
