4. Calls upon States to take all necessary and effective measures, in accordance with relevant provisions of international law and international standards of human rights, to prevent, combat and eliminate terrorism, wherever and by whomever committed;
٤ - تدعو الدول إلى اتخاذ جميع التدابير اللازمة والفعالة، وفقا ﻷحكام القانون الدولي ذات الصلة والمعايير الدولية لحقوق اﻹنسان، لمنع اﻹرهاب ومكافحته والقضاء عليه أينما ارتكب وأيا كان مرتكبوه؛

62. Stresses the need to promote the fundamental principles of the rule of law and the need to strengthen further international cooperation between States and between regional organizations, international organizations and agencies and the United Nations in order to prevent, combat and eliminate terrorism in all its forms and manifestations, wherever and by whomsoever committed, as well as its financing;
٢٦ - تؤكد ضرورة الترويج للمبادئ اﻷساسية لسيادة القانون والحاجة إلى زيادة تعزيز التعاون الدولي بين الدول وبين المنظمات اﻹقليمية والمنظمات والوكالات الدولية واﻷمم المتحدة، لمنع اﻹرهاب ومكافحته والقضاء عليه بجميع أشكاله ومظاهره، أينما يرتكب وأيا كان مرتكبه، وكذلك تمويله؛

23. Shall recommend to the General Assembly of the Organization of American States that it consider convening a meeting of experts to examine ways to improve the exchange of information among the member States in order to prevent, combat and eliminate terrorism. "
٢٣ - أن توصي الجمعية العامة لمنظمة الدول اﻷمريكية بأن تنظر في عقد اجتماع للخبراء لدراسة وسائل تحسين تبادل المعلومات فيما بين الدول اﻷعضاء من أجل منع اﻹرهاب ومكافحته والقضاء عليه " .

The Inter-American Specialized Conference on Terrorism, held in Lima, Peru, in April 1996, had concluded with the adoption of the Declaration of Lima to Prevent, combat and eliminate terrorism and the Plan of Action on Hemispheric Cooperation to Prevent, combat and eliminate terrorism.
فمؤتمر البلدان اﻷمريكية المتخصص المعني باﻹرهاب، المعقود في ليما في نيسان/ابريل ١٩٩٦، قد اختتم أعماله باعتماد إعلان ليما لمنع اﻹرهاب ومكافحته والقضاء عليه وخطة العمل بشأن التعاون في نصف الكرة لمنع اﻹرهاب ومكافحته والقضاء عليه.

36. On 5 June 1997, the General Assembly of OAS adopted a resolution entitled “Hemispheric cooperation to prevent, combat and eliminate terrorism”,7 the text of which read as follows:
٣٦ - وفي ٥ حزيران/يونيه ١٩٩٧، اتخذت الجمعية العامة لمنظمة الدول اﻷمريكية قرارا بعنوان " التعاون في نصف الكرة اﻷرضية لمنع اﻹرهاب ومكافحته والقضاء عليه " )٧(، وينص على ما يلي:

“Having seen the report of the Permanent Council on Hemispheric Cooperation to Prevent, Combat, and Eliminate Terrorism (AG/doc.3490/97/Corr.2),
" قد أحاطت علما بتقرير المجلس الدائم المعني بالتعاون في نصف الكرة اﻷرضية لمنع اﻹرهاب ومكافحته والقضاء عليه )AG/Doc.3490/97/Corr.2(،

“1. To reiterate the importance of the Declaration and the Plan of Action on Hemispheric Cooperation to Prevent, Combat, and Eliminate Terrorism, adopted during the Specialized Inter-American Conference on Terrorism, held at Lima in 1996;
" ١ - إعادة التأكيد على أهمية اﻹعلان وخطة العمل بشأن التعاون في نصف الكرة اﻷرضية لمنع اﻹرهاب ومكافحته والقضاء عليه المعتمدين أثناء انعقاد مؤتمر الدول اﻷمريكية المتخصص المعني باﻹرهاب في ليما في عام ١٩٩٦؛

62. “(xxi) That, in its resolution 1997/42, the Commission on Human Rights called upon States to take all necessary and effective measures in strict conformity with international law, including human rights standards, to prevent, combat and eliminate terrorism in all its forms and manifestations, wherever and by whomever committed;
' ١٢ ' أن لحنة حقوق اﻹنسان طلبت في قرارها ٧٩٩١/٢٤ إلى الدول اتخاذ جميع التدابير اللازمة والفعالة، التي تتمشى تمشياً دقيقاً مع القانون الدولي، بما في ذلك المعايير الدولية لحقوق اﻹنسان، لمنع اﻹرهاب ومكافحته والقضاء عليه بجميع أشكاله ومظاهره أينما ارتكب وأياً كان مرتكبوه؛

In that connection, the OAS General Assembly, during its twenty-ninth regular session, had adopted resolution 1650 (XXIX-0/99), entitled “Hemispheric cooperation to prevent, combat and eliminate terrorism”, the text of which reads as follows:
وفي ذلك الصدد، اعتمدت الجمعية العامة لمنظمة الدول اﻷمريكية، خلال دورتها العادية التاسعة والعشرين، القرار ١٦٥٠ )د - ٢٩ - ٠/٩٩(، المعنــون " التعاون في نصف الكرة الغربي لمنع اﻹرهاب ومكافحته والقضاء عليه " ، والذي نصه كما يلي:

“That the General Assembly, at its twenty-eighth regular session, in resolution AG/RES.1553 (XXVIII-O/98), “Hemispheric cooperation to prevent, combat and eliminate terrorism”,30 instructed the Permanent Council to carry out the preparatory work for the Second Inter-American Specialized Conference on Terrorism, with a view to its convocation,
" إن الجمعية العامة أعطت توجيهات للمجلس الدائم في دورتها العادية الثامنة والعشرين، في قرارها ١٥٥٣ )د - ٢٨ -٠ /٩٨( المعنون " التعاون في نصف الكرة الغربي لمنع اﻹرهاب ومكافحته والقضاء عليه " ، لكي يقوم باﻷعمال التحضيرية لمؤتمر البلدان اﻷمريكية الثاني المختص بموضوع اﻹرهاب، بغية دعوته إلى الانعقاد،

A kind of “soft law” has been developed which prohibits terrorism and obligates all States to take necessary and effective measures, in conformity with relevant provisions of international law, including human rights standards, to prevent, combat and eliminate terrorism.
وتم وضع نوع من " القانون اللين " يظهر الارهاب ويلزم الدول كافة باتخاذ تدابير ضرورية وفعالة، وفقاً ﻷحكام القانون الدولي ذات الصلة، بما فيها معايير حقوق اﻹنسان، في سبيل منع الارهاب ومكافحته والقضاء عليه.

They included the " Declaration of Solidarity from the House of the Americas " (RC.2/DEC.1/01), " Strengthening hemispheric cooperation to prevent, combat and eliminate terrorism " (RC.23/RES.1/01) and " Terrorist threat to the Americas " (RC.24/RES.1/01).
وشملت تلك القرارات إعلان التضامن الصادر عن مجلس الأمريكتين " (RC.2/DEC.1/01)، و " تعزيز التعاون لمنع الإرهاب ومكافحته والقضاء عليه في نصف الكرة الغربي " (RC.23/DEC.1/01)، و " التهديدات الإرهابية للأمريكتين " (RC.24/DEC.1/01).

The resolution committed hemispheric Governments to strengthen cooperation to prevent, combat and eliminate terrorism in the hemisphere.
والتزمت حكومات الأمريكتين أيضا، بموجب القرار، بتعزيز التعاون لمنع ومكافحة الإرهاب والقضاء عليه في الأمريكتين.
