5. In order to mobilize the financial resources necessary for affected developing country Parties to combat desertification and mitigate the effects of drought, the Parties shall:
٥ - من أجل تعبئة الموارد المالية اللازمة لﻷطراف من البلدان النامية المتأثرة بغية مكافحة التصحر وتخفيف آثار الجفاف، تقوم اﻷطراف بما يلي:

“The Convention contains all the commitments necessary to succeed in the fight to combat desertification and mitigate the effects of drought.
" وتتضمن الاتفاقية كل الالتزامات الضرورية للنجاح في مكافحة التصحر وتخفيف آثار الجفاف.

The Government of Uganda recognizes that for the successful implementation of the UNCCD efforts to combat desertification and mitigate the effects of drought must focus primarily at the grass—roots community level.
وتدرك حكومة أوغندا أنه لضمان التنفيذ الناجح لاتفاقية الأمم المتحدة لمكافحة التصحر، يجب أن تكون جهود مكافحة التصحر وتخفيف آثار الجفاف مركزة، في المقام الأول، على المستوى القاعدي للمجتمع.

76. Further research should be promoted to identify options to combat desertification and mitigate the effects of drought.

60. The assessments conducted by the countries have shown that many projects and programmes designed to combat desertification and mitigate the impacts of drought have been carried out in Africa.
60- ويسمح التقييم الذي أجرته البلدان بملاحظة أن كثير من مشاريع برامج مكافحة التصحر وتخفيف آثار الجفاف قد أجريت في أفريقيا.

(c) integrate strategies for poverty eradication into efforts to combat desertification and mitigate the effects of drought;

(a) actively support, as agreed, individually or jointly, the efforts of affected developing country Parties, particularly those in Africa, and the least developed countries, to combat desertification and mitigate the effects of drought;
)أ( أن تدعم بنشاط، حسبما يُتفق عليه، منفردة أو مجتمعة، جهود اﻷطراف من البلدان النامية المتأثرة، وخاصة الموجود منها في أفريقيا، وأقل البلدان نموا، في مكافحة التصحر وتخفيف آثار الجفاف؛

1. The Parties recognize the significance of capacity building -- that is to say, institution building, training and development of relevant local and national capacities -- in efforts to combat desertification and mitigate the effects of drought.
١- تسلم اﻷطراف بأهمية بناء القدرات - أي بناء المؤسسات والتدريب وتطوير القدرات المحلية والوطنية ذات الصلة - في جهود مكافحة التصحر وتخفيف آثار الجفاف.

1. Given the central importance of financing to the achievement of the objective of the Convention, the Parties, taking into account their capabilities, shall make every effort to ensure that adequate financial resources are available for programmes to combat desertification and mitigate the effects of drought.
١- بالنظر إلى اﻷهمية المحورية للتمويل في تحقيق هدف الاتفاقية، تقوم اﻷطراف، واضعة قدراتها في الحسبان، ببذل كل جهد لضمان توافر موارد مالية كافية للبرامج الرامية إلى مكافحة التصحر وتخفيف آثار الجفاف.

Being important milestones, they should catalyse the immediate attention of all concerned stakeholders and guide their action towards effective governance, mainstreaming and subsequent upscaling and implementation of programmes to combat desertification and mitigate the effects of drought.
وينبغي لهذه الأهداف، بوصفها مراحل هامة، أن تثير الاهتمام المباشر لجميع أصحاب المصلحة المعنيين وتوجه عملهم نحو إدارة البرامج الرامية إلى مكافحة التصحر والتخفيف من حدة آثار الجفاف وإدماجها ثم تطويرها وتنفيذها بشكل فعّال.

4. The Conference of the Parties shall establish and/or strengthen networks of regional education and training centres to combat desertification and mitigate the effects of drought.
٤- ينشئ مؤتمر اﻷطراف و/أو يعزز شبكات من مراكز التعليم والتدريب الاقليمية لمكافحة التصحر وتخفيف آثار الجفاف.
