Mr. Combrink (South Africa): Mr. President, for the past decade and more, the Conference on Disarmament has remained bogged down on procedural issues, which has made it impossible for the Conference to fulfil its primary responsibility as the sole multilateral disarmament negotiating forum.

Mr. Combrink (South Africa): Mr. President, since this is the first time that I have taken the floor during the 2010 session, allow me to congratulate you on assuming the presidency of the Conference on Disarmament.

Mr. Combrink (South Africa): My delegation did not plan on taking this floor this morning, as we have already expressed our views on this important issue during previous plenary debates, but given the comments made this morning, we would like to make some comments.

Mr. Combrink (South Africa): South Africa welcomes this opportunity to once again exchange views on the challenges facing the multilateral disarmament machinery, which have prevented the relevant multilateral disarmament institutions, including the Conference on Disarmament, from making any substantive progress on issues that have a direct impact on international peace and security.

Mr. Combrink (South Africa): Mr. President, my delegation did not plan on taking the floor at this time, but, following your inspiring opening statement, we wish to firstly congratulate you as a fellow African country, of course, as a fellow member of the Non-Aligned Movement and as a partner in the New Agenda Coalition, for taking up this responsibility as President of the Conference.

23. Mr. Combrink (South Africa) said that his delegation recognized the right of all States to develop nuclear technology for peaceful purposes. IAEA should be given access to verify that nuclear technology was being developed for peaceful purposes only, and the conclusion of additional protocols would greatly enhance the Agency's inspection and verification capabilities.

Mr. Combrink (South Africa): Mr. President, following on your invitation for us to be interactive if we can, I think it is important for us to very briefly respond to some of the comments that were made in relation to the link between nuclear disarmament and general and complete disarmament that in our view contradict the agreements reached in the context of the Treaty on the Non-Proliferation of Nuclear Weapons.
