I. OVERVIEW OF THE DECLARATION ON THE commitments to enhance THE IMPLEMENTATION

1. The ministers and heads of delegation participating in the fourth session of the Conference of the Parties adopted the Declaration on the commitments to enhance the implementation of the obligations of the Convention.
1- اعتمد الوزراء ورؤساء الوفود المشاركة في الدورة الرابعة لمؤتمر الأطراف في الاتفاقية الإعلان الخاص بالتعهدات الرامية إلى تعزيز تنفيذ الالتزامات بموجب الاتفاقية.

9. Requests the Executive Secretary to make every effort to submit to the Conference of Parties at its seventh session, an interim report on the implementation of the Declaration on the commitments to enhance the implementation of the obligations of the Convention.
9- يطلب إلى الأمين التنفيذي أن يبذل قصارى جهده كي يُقدِّم إلى مؤتمر الأطراف في دورته السابعة تقريرًا مرحليًّا عن تنفيذ الإعلان المتعلق بالتعهدات المتصلة بتعزيز الوفاء بالالتزامات بموجب الاتفاقية.

100. Five years have gone by since the adoption of the Declaration on the commitments to enhance the implementation of the obligations of the Convention, the deadline of which is 2010.

Further recalling its decision 8/COP.4 regarding the Declaration on the commitments to enhance the implementation of the obligations of the Convention,

Further recalling decisions 8/COP.4 and 4/COP.6 regarding the implementation of the Declaration on the commitments to enhance the implementation of the obligations of the Convention,

In the light of the objectives and schedules contained in the Declaration on the commitments to enhance the implementation of the obligations of the Convention (decision 8/COP.4), the programmes are planning to support national processes and therefore to assist the UNCCD national focal points upon request.

However, in the context of decision 8/COP.4 and its annex containing the Declaration on the commitments to enhance the implementation of the obligations of the Convention, the challenge ahead to meet the expectations and targets of the Parties remains considerable.

In the light of decisions 8/COP.4 (Declaration on the commitments to enhance the implementation of the obligations of the Convention) and 4/COP.6 (on the implementation of this Declaration), the secretariat prepared a report to facilitate the review of these processes by the Committee.

5. Calls upon all Parties, relevant international and non-governmental organizations, foundations and the private sector to continue supporting efforts towards the successful implementation of the Declaration on the commitments to enhance the implementation of the obligations of the Convention.

29. The Declaration on the commitments to enhance the implementation of the obligations of the Convention (decision 8/COP.4) requested all affected Parties to finalize their national action programmes (NAPs) by the end of 2005 (ICCD/COP(4)/11/Add.1).
29- دعا إعلان التعهدات المتصلة بتعزيز تنفيذ الالتزامات بموجب الاتفاقية (المقرر 8/م أ-4) جميع الأطراف المتأثرة إلى استكمال برامج عملها الوطنية في موعد أقصاه نهاية عام 2005 (ICCD/COP(4)/11/Add.1).

At its third session, the CRIC was also to review the progress achieved with the implementation of the Declaration on the commitments to enhance the implementation of the obligations of the Convention that appear in decision 8/COP.4.

3. In accordance with decision 4/COP.6, the present report has been drafted to enable the Parties to form a judgment on the implementation of the Declaration on the commitments to enhance the implementation of the obligations of the Convention.

5. The Secretariat is requested to submit to the COP at its seventh session, an interim report on the implementation of the Declaration on the commitments to enhance the implementation of the obligations of the Convention.
5- وطُلب إلى الأمانة أن تعرض على الدورة السابعة لمؤتمر الأطراف تقريراً مرحلياً يتعلق بتنفيذ الإعلان المتعلق بالتعهدات الرامية إلى تعزيز تنفيذ الالتزامات المنصوص عليها في الاتفاقية.

121. Special emphasis must be placed on the need to establish linkages between the process of monitoring the plan for the implementation of the conclusions of the Johannesburg Summit and the process relating to the implementation of the Declaration on the commitments to enhance the implementation of the obligations of the Convention.
121- وينبغي التشديد بصورة خاصة على ضرورة إقامة جسور بين عملية المتابعة الخاصة بخطة تنفيذ استنتاجات مؤتمر قمة جوهانسبرغ وعملية تطبيق الإعلان الخاص بالتعهدات الرامية إلى تعزيز أداء الالتزامات الواردة في الاتفاقية.

63. The COP also requested the Executive Secretary to submit to COP 7 an interim report on the implementation of the Declaration on the commitments to enhance the implementation of the obligations of the Convention.
63- كما طلب مؤتمر الأطراف من الأمين التنفيذي أن يقدم إلى الدورة السابعة لمؤتمر الأطراف تقريراً مؤقتاً عن تنفيذ الإعلان المتعلق بالتعهدات المتصلة بتعزيز الوفاء بالالتزامات بموجب الاتفاقية().

99. By adopting the Declaration on the commitments to enhance the implementation of the obligations of the Convention, the Parties wished to emphasize the central importance of combating desertification and its close connection with important international initiatives designed to reduce poverty and provide an enabling environment.
99- أرادت الأطراف، باعتمادها الإعلان بشأن التعهدات الملزمة الرامية إلى تعزيز تنفيذ الالتزامات المعقودة بموجب الاتفاقية، أن تشدد على المكانة المحورية التي تتبوؤها مكافحة التصحر والعلاقة الوثيقة مع مبادرات دولية مهمة ترمي إلى الحد من الفقر وتوفير بيئة مؤاتية.

Of the 13 ESCWA countries, 11 participated in a training workshop on the Millennium Development Goals in which they made commitments to enhance cooperation in providing timely social statistics and indicators.
