15- وفي ظل التجاوزات المرتكبة ضد السكان المدنيين وخطورة الوضع الإنساني، يمثل تقييم الاحتياجات في مجال المساعدة التقنية وبناء القدرات تحدياً، لأن الاحتياجات المتعلقة بتوفير الحماية والمساعدة للسكان المدنيين يجب أن تعد من الأولويات بالنسبة للسلطات الوطنية وللمجتمع الدولي.
