18- تدعو الدول إلى مواصلة الإسهام، بالمقترحات والأفكار العملية، في الحوار المتعلق بسبل تحسين أداء اللجنة المعنية بحقوق الإنسان واللجنة المعنية بالحقوق الاقتصادية والاجتماعية والثقافية؛

States that long ago ratified the Covenants and have positive experience in their implementation, the chairpersons or experts of the Human Rights Committee and the Committee on Economic, Social and Cultural Rights, and representatives of interested nongovernmental organizations must also be invited to participate.
كما يجب أن تُدعى إلى المشاركة في هذه الحلقة الدراسية تلك الدول التي صدقت على العهدين منذ وقت طويل والتي لها تجربة إيجابية في تنفيذ العهدين، بالإضافة إلى رؤساء أو خبراء اللجنة المعنية بحقوق الإنسان واللجنة المعنية بالحقوق الاقتصادية والاجتماعية والثقافية، وممثلي المنظمات غير الحكومية المهتمة بالأمر.
