In part I of its report on common services at Geneva (see A/53/787), the Joint Inspection Unit called for the implementation of a Plan of Action to be set up by 2010 and made proposals which included the establishment of an Implementation Committee and, thereafter, the establishment of three centres, pooling organizations on the basis, inter alia, of the scale of their operations, their mandates and governance structures.

The Chairman recalled that the report of the Secretary-General on the question of common services at Geneva (A/56/417) had been introduced and discussed in the context of the Committee's consideration of the report of the Joint Inspection Unit on the United Nations system common services at Geneva (A/55/856 and Add.1).

The Inspectors have undertaken a detailed review of current collaboration among United Nations entities at Geneva and have made recommendations aimed at revitalizing and strengthening common services at Geneva, namely, through the creation of a new framework as described in the report, the establishment of a common services committee and strengthening regular and coherent oversight of those common services.

It took the view that future reports on common services at Geneva should be considered during the discussion of the proposed programme budget.
