4.1 On 27 October 2009, the State party submitted its observations on the merits of the communication, without any comments on its admissibility.

غير أن اللجنة، عملا بالفقرة 2 من المادة 94 من النظام الداخلي، لا تفصل في موضوع البلاغ دون أن تنظر أولاً في مدى انطباق أي من أسباب المقبولية المشار إليها في البروتوكول الاختياري.

9.1 In their comments dated 3 February 2004 on the State party's submission, the authors observe that the State party is reiterating its arguments against the admissibility of the communication, without adducing any new elements.
9-1 يلاحظ صاحبا البلاغ، في تعليقاتهما على ملاحظات الدولة الطرف المؤرخة 3 شباط/فبراير 2004، أن الدولة الطرف تعيد تأكيد اعتراضها على مقبولية البلاغ دون أن تقدم أية عناصر جديدة.
