A number of delegations suggested the reformulation of the article to require the State party to make the protocol and its procedures widely known, while others suggested that it might be unduly burdensome for the State party to be required to publicize the Committee's views on individual communications and inquiries.

The Committee established a Working Group on communications and inquiries consisting of five members, with membership to be reviewed in April 2013.

A common approach to inquiry procedures could greatly assist treaty bodies, States parties and other actors in effectively dealing with the issues arising from them, as well as provide consistency and legal certainty in the handling by treaty bodies of procedural issues related to individual communications and inquiries.
