٥- تعتمد الدول اﻷطراف تدابير كافية لتمكين شخص محتجز في دولة طرف يطلب وجوده في دولة طرف أخرى ﻷغراض المساعدة بمقتضى هذه الاتفاقية من أن ينقل إذا رضي هذا الشخص وإذا وافقت السلطات المختصة في كلتا الدولتين.
