The permanent secretariat shall, on request and within the limits of its resources, facilitate assistance to affected developing country Parties, particularly affected African country Parties and least developed Parties among them, in the compilation and communication of information pursuant to the present procedures, or seek such assistance from bilateral donors and/or competent intergovernmental organizations.
٤٢ - تيسر اﻷمانة الدائمة، بناء على الطلب وفي حدود مواردها، تقديم المساعدة الى البلدان النامية اﻷطراف المتأثرة، وخاصة منها البلدان اﻷفريقية اﻷطراف المتأثرة وأقل البلدان نموا من بينها، في تجميع المعلومات وتبليغها عملاً بهذه اﻹجراءات، أو تلتمس مثل هذه المساعدة من المانحين الثنائيين و/أو المنظمات الحكومية الدولية المختصة.

Turning to the topic " Protection of persons in the event of disasters " , she said that her delegation remained concerned at draft article 16 (Offers of external assistance), which provided that States, the United Nations and other competent intergovernmental organizations had the right to offer assistance to the affected State.
