This extension will enable the Commission to assist the competent Lebanese authorities in any further investigation of the various dimensions of the terrorist crime of 14 February 2005, based on the report of Judge Detlev Mehlis, and exploring possible follow-up measures to the findings and recommendations of this report in order to bring the perpetrators of the crime to justice.

64. In March 2005, the present Head of ISF, General Ashraf Rifi, prepared a report on the initial measures taken by the competent Lebanese authorities at the scene of the crime, which was submitted to the United Nations Fact-finding Mission.
64 - في آذار/مارس 2005، أعد الرئيس الحالي لقوى الأمن الداخلي اللواء أشرف ريفي تقريراً عن التدابير الأولية التي اتخذتها السلطات اللبنانية المختصة بشأن مسرح الجريمة، وقُدِّم التقرير إلى لجنة تقصي الحقائق التابعة للأمم المتحدة.

72. The Commission has continued to share with the competent Lebanese authorities all relevant documentary, testimonial and physical information obtained in the course of its investigations, with the exception of information that could compromise the safety of a witness or the national security interests of a State.

The competent Lebanese authorities discovered the following weapons in the possession of the persons arrested: two 28-mm mortars, one DShK (Dushka) machine-gun, three rocket-propelled grenade launchers, eight crates of rocket-propelled grenades, eight crates of hand grenades, 15 boxes of miscellaneous ammunition, 15 automatic rifles and five crates of mortars.

8. On 27 April 2012, the competent Lebanese authorities seized a vessel named Lutfallah 2 coming from the Libyan port of Misrata to Lebanon, laden with three containers found to contain a very large quantity of lethal weapons, miscellaneous ordnance and sophisticated communications equipment.
8 - بتاريخ 27 نيسان/أبريل 2012، قامت السلطات اللبنانية المختصة بضبط باخرة تدعى " لطف الله 2 " قادمة من ميناء مصراتة في ليبيا إلى لبنان محملة بثلاث حاويات تبين أنها تحتوي على كمية كبيرة جدا من الأسلحة الفتاكة والذخائر المتنوعة وأجهزة الاتصالات المتطورة.

47. As the investigation continues, the Commission shares with the competent Lebanese authorities the substance of all relevant information obtained, without compromising the source of that information, to enable them to make an independent assessment of the evidence acquired to date and to act in accordance with that assessment, including in relation to detention.
47 - وإذ يتواصل التحقيق، تُطْلع اللجنة السلطات اللبنانية المختصة على مضمون كل ما تحصل عليه من معلومات مهمة، دون تعريض مصدر هذه المعلومات للخطر، وذلك لتمكينها من إجراء تقييم مستقل للأدلة المجمّعة المستجدة والتصرف بما يتفق وهذا التقييم، بما في ذلك ما يتعلق بإجراءات الاحتجاز.

Acknowledging in this connection the letter of the Prime Minister of Lebanon to the Secretary-General of 13 October 2005 (S/2005/651) requesting that the mandate of the Commission be extended to enable the Commission to continue to assist the competent Lebanese authorities in any further investigation of the various dimensions of the terrorist crime,

123. With all these circumstances in mind, including the previously described conversation of 26 August 2004, there is little probability that a third party would undertake surveillance and monitoring measures against Mr. Hariri for more than a month prior to the blast and maintain the resources, logistics and capacity needed to initiate, plan and commit a crime of this magnitude without the knowledge of the competent Lebanese authorities.
123 - وبأخذ جميع هذه الملابسات في الحسبان، بما في ذلك المحادثة التي سبق وصفها، التي تمت في 26 آب/أغسطس 2004، فإن الاحتمال ضئيل في أن يكون هناك طرف ثالث قام بتدابير المراقبة والرصد للسيد الحريري، لمدة تزيد على شهر قبل الانفجار، والمحافظة على استمرار توفر الموارد واللوجستيات والقدرات اللازمة للشروع في جريمة بهذه الضخامة والتخطيط لها وارتكابها، دون علم من السلطات اللبنانية المختصة.

ومن شأن هذا التمديد أن يمكن اللجنة من مواصلة تقديمها المساعدة للسلطات اللبنانية المختصة في التحقيقات الجارية في الجريمة استنادا إلى تقرير المفوض دتليف ميليس الذي سيقدم إلى مجلس الأمن في منتصف كانون الأول/ديسمبر، وبحث تدابير المتابعة الممكنة للاستنتاجات والتوصيات الواردة في ذلك التقرير من أجل تقديم مرتكبي هذه الجريمة إلى العدالة.
