15. The Chairman read out the following oral decision concerning the accreditation of non-governmental organizations to the International Meeting to Review the Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States to be held in Mauritius:
15 - الرئيس: تلا المقرر الشفوي التالي بشأن اعتماد منظمات غير حكومية لدى الاجتماع الدولي لاستعراض تنفيذ برنامج العمل من أجل التنمية المستدامة للدول الجزرية الصغيرة النامية المقرر عقده في موريشيوس:

(f) That, in the event that a Government raises questions concerning the accreditation of a non-governmental organization, the final decision on those cases shall be taken by the Preparatory Committee, in accordance with the standard process set out in Council resolution 1996/31.
(و) أن تتخذ اللجنة التحضيرية، في حالة قيام الحكومات بإثارة أسئلة بشأن اعتماد وثائق تـفويض المنظمات الحكومية، القرار النهائي بشأن تلك المنظمات، وفقاً للعملية العادية المبينة في قرار المجلس 1996/31.

This decision, inter alia, provides that in the event that a Government raises questions concerning the accreditation of a non-governmental organization, the final decision on those cases shall be taken by the Preparatory Committee, in accordance with the standard process set out in Economic and Social Council resolution 1996/31.

In the same decision, the Preparatory Committee established a procedure for accreditation of nongovernmental organizations, providing that, in the event that a Government raises questions concerning the accreditation of a non-governmental organization, the final decision on those cases should be taken by the Preparatory Committee, in accordance with the standard process set out by the Council in its resolution 1996/31.

5. Mr. Ramsden (New Zealand) said that, regarding paragraph 6 of the resolution, there had been agreement in the group concerning the accreditation of non-governmental organizations (NGOs), but subsequently a decision should be taken concerning the document and corrigendum referred to in the footnote.

(c) Emphasized that the present decision had been taken on an exceptional basis and without prejudice to the established rules of procedure of the Council, in particular the provisions of Council resolution 1996/31 concerning the accreditation and participation of non-governmental organizations and other major groups in the work of the Council and its subsidiary bodies, and that it should not be construed as creating a precedent;
(ج) أكد على أن هذا المقرر اتخذ بصورة استثنائية ودون مساس بالنظام الداخلي للمجلس المعمول به، وبخاصة أحكام قرار المجلس 1996/31 بشأن اعتماد المنظمات غير الحكومية والمجموعات الرئيسية الأخرى ومشاركتها في أعمال المجلس وهيئاته الفرعية، وعلى أنه لا يجوز أن يفسر ذلك بأنه ينشئ سابقة؛

(d) Emphasized that decision 2007/216 was taken on an exceptional basis, without prejudice to the established rules of procedure of the United Nations, in particular the provisions of Council resolution 1996/31 concerning the accreditation and participation of non-governmental organizations and other major groups in the work of the Council and its subsidiary bodies, and that it should not be construed as a precedent;
(د) أكد أن المقرر 2007/216 اتُخذ على أساس استثنائي، دون الإخلال بالنظام الداخلي الساري للأمم المتحدة، ولا سيما أحكام قرار المجلس 1996/31 بشأن اعتماد المنظمات غير الحكومية والمجموعات الرئيسية الأخرى واشتراكها في عمل المجلس وأجهزته الفرعية، وأنه ينبغي ألا يُعتبر سابقة؛

(d) Emphasized that the present decision was taken on an exceptional basis, without prejudice to the established rules of procedure of the United Nations, in particular the provisions of Council resolution 1996/31 of 25 July 1996 concerning the accreditation and participation of non-governmental organizations and other major groups in the work of the Council and its subsidiary bodies, and that it should not be construed as a precedent;
(د) شدد على أن هذا المقرر اتخذ على أساس استثنائي دون المساس بالنظام الداخلي للأمم المتحدة المعمول به، وبخاصة أحكام قرار المجلس 1996/31 المؤرخ 25 تموز/يوليه 1996 بشأن اعتماد المنظمات غير الحكومية والمجموعات الرئيسية الأخرى ومشاركتها في عمل المجلس وفي هيئاته الفرعية، وعلى أنه لا ينبغي النظر إليه باعتباره سابقة؛
