28. Additional Protocol to the Convention on Cybercrime concerning the criminalisation of Acts of a Racist and Xenophobic Nature committed through Computer Systems

The Committee welcomes the signature in January 2003 of the Additional Protocol to the Convention on Cybercrime concerning the criminalisation of acts of a racist and xenophobic nature committed through computer systems.
8- وترحب اللجنة بتوقيع الدولة الطرف، في كانون الثاني/يناير 2003، على البروتوكول الإضافي لاتفاقية الجرائم الحاسوبية المتعلق بتجريم أفعال العنصرية وكراهية الأجانب المرتكبة بواسطة النظم الحاسوبية.

The Council of Europe's Convention on Cybercrime, with its Additional Protocol concerning the criminalisation of acts of a racist and xenophobic nature committed through computer systems, lays down balanced standards and creates a co-operation process open to all states.
وإن اتفاقية الجرائم الحاسوبية التابعة لمجلس أوروبا، مع بروتوكولها الإضافي المتصل بتجريم الأعمال ذات الطبيعة العرقية أو القائمة على كره الأجانب، والمرتكبة من خلال شبكات الحواسيب، تضع معايير متوازنة، وتنظم عمليات تعاونية متاحة لجميع الدول.

5. The Committee welcomes the ratification by the State party of the Convention on Cybercrime, which entered into force in July 2004, and the ratification of the Additional Protocol to the Convention on Cybercrime, concerning the criminalisation of acts of a racist and xenophobic nature committed through computer systems, which entered into force in March 2006.

53. The Kingdom of the Netherlands acceded to the Additional Protocol to the Convention on Cybercrime concerning the criminalisation of acts of a racist and xenophobic nature committed through computer systems (Strasbourg, 28 January 2003) on 1 November 2010.
53- وقد انضمت مملكة هولندا إلى البروتوكول الإضافي لاتفاقية الجريمة الإلكترونية المتعلق بتجريم أعمال العنصرية وكراهية الأجانب المرتكبة بواسطة النظم الحاسوبية (ستراسبرغ، 28 كانون الثاني/يناير 2003) في 1 تشرين الثاني/نوفمبر 2010.

3. The Council of Europe's Commissioner for Human Rights (CoE CHR) encouraged Austria to ratify the Convention on Cybercrime and its Additional Protocol concerning the criminalisation of acts of a racist and xenophobic nature committed through computer systems.
3- وشجع مفوض مجلس أوروبا لحقوق الإنسان النمسا على التصديق على اتفاقية الجرائم الحاسوبية وبروتوكولها الإضافي المتعلق بتجريم الأفعال العنصرية والأفعال القائمة على كره الأجانب المرتكَبة من خلال النُظم الحاسوبية(5).

CRC encouraged Italy to ratify the Additional Protocol to the Convention on cybercrime, concerning the criminalisation of acts of a racist and xenophobic nature committed through computer systems, the European Convention on the Legal Status of Children Born out of Wedlock, and the European Charter for Regional or Minority Languages.
