The Commission prepared these Guidelines for the purpose of providing direction to coastal States which intend to submit data and other material concerning the outer limits of the continental shelf in areas where those limits extend beyond 200 nautical miles from the baselines from which the breadth of the territorial sea is measured.

17. In regard to the letter of the United States, the Commission noted that both annex II to the Convention and the rules of procedure of the Commission provided for only one role to be played by other States in regard to the consideration of the data and other material submitted by coastal States concerning the outer limits of the continental shelf beyond 200 nautical miles.

" 1.2. According to the agreed procedure, which was without prejudice to the work of the Commission, each State would, when submitting its documentation concerning the outer limits of the continental shelf in the southern part of the Banana Hole, request that the Commission consider the documentation and make recommendations on this basis.

60. It may be recalled that one of the functions of the Commission on the Limits of the Continental Shelf is to provide scientific and technical advice, if requested by the coastal State concerned during the preparation of the data and other material concerning the outer limits of its continental shelf in areas where those limits extend beyond 200 nautical miles.
60 - وتجدر الإشارة إلى أن إحدى مهام لجنة حدود الجرف القاري تكمن في تقديم المشورة العلمية والتقنية في حال طلبت إليها ذلك الدولة الساحلية المعنية لدى إعداد البيانات وغير ذلك من المواد المتعلقة بالحدود الخارجية لجرفها القاري في المناطق التي تمتد فيها هذه الحدود وراء 200 ميل بحري.

2. The training manual is designed to assist coastal States, particularly developing States, in the preparation of data and other material concerning the outer limits of the continental shelf in areas where those limits extend beyond 200 nautical miles from the baselines from which the breadth of the territorial sea is measured.
