In his subsequent thematic report on the implementation of norms at the domestic and international levels concerning the rights of indigenous peoples (E/CN.4/2006/78), the Special Rapporteur sought to explain the reasons behind the " implementation gap " in the legislation and reforms concerning indigenous peoples' rights at the domestic level.
