4- لا يجوز للجنة أن تتسلم أي بلاغ إذا كان يتعلق بدولة ليست طرفاً في البروتوكول الاختياري.

3- إذا كان البلاغ يتعلق بدولة ليست طرفا في البروتوكول فلا يجوز أن تستلمه اللجنة أو أن تدرجه في قائمة بموجب المادة 79.

٣- إذا كان البلاغ يتعلق بدولة ليست طرفا في البروتوكول فلا يجوز أن تستلمه اللجنة أو أن تدرجه في قائمة بموجب المادة ٩٧.

3- إذا كان البلاغ يتعلق بدولة ليست طرفاً في البروتوكول الاختياري لا يجوز أن تستلمه اللجنة أو أن تدرجه في قائمة بموجب المادة 85.

There was also broad support for the inclusion of a provision to the effect that " no communication shall be received by the Committee if it concerns a State which is not a party to the present Protocol " .
وأُبدي أيضاً تأييد واسع لإدراج حكم يفيد بأنه " لا تتلقى اللجنة أي بلاغ يتعلق بدولة ليست طرفاً في هذا البروتوكول " .
