وعلى ذلك فإن قوانين البلدان الأخيرة تقصر التزامات صاحب الامتياز بالتسليم على الأصول والممتلكات العامة التي أتيحت أصلا لصاحب الامتياز أو على أصول أخرى معينة تعتبر ضرورية لكفالة توفير الخدمة.
