28. After assessing formal resource allocation requirements, the Commission may find that the available conference time is insufficient for all desired legislative development through formal working methods, given the current practice in the allocation of conference time among working groups.

40. Allowing for breaks in the use of conference time for the development of a text, while informal consultations or other preparatory work are undertaken, may enhance the efficacy of the use of conference time overall, eventually allowing for legislative development in more subject-areas than might otherwise be the case.

If it considers this step appropriate, it may wish to make recommendations (a) regarding the use of up to sixteen weeks of conference time that is available per annum for the meetings of UNCITRAL and its working groups; and (b) regarding additional resources that would be required to allow the Secretariat to service an additional working group.

After discussion, the Commission authorized Working Group III, on an exceptional basis, to hold its twelfth and thirteenth sessions on the basis of two-week sessions (for the general discussion regarding the allocation of conference time to the various working groups, see below, paras. 270-275 and 277-278).

After discussion, the Commission agreed that the Secretariat would organize that preparatory work through studies and consultations with experts, and use up to one week of conference time previously allocated to Working Group I in the year to June 2014 for one or more colloquiums in cooperation with relevant international and regional bodies active in the field.
