I have the honour to inform you of current developments in the conflict between Armenia and Azerbaijan.
أتشرف بإحاطتكم علما بتطورات النزاع اﻷرمني - اﻷذربيجاني الجارية.

Azerbaijan takes note of Armenia's decision to continue its participation in the negotiations on a peaceful settlement of the conflict between Armenia and Azerbaijan under the auspices of the OSCE Minsk Group.
وتحيط جمهورية أذربيجان علما بقرار جمهورية أرمينيا مواصلة مشاركتها في المفاوضات الرامية الى تسوية النزاع اﻷرمني اﻷذربيجاني بالوسائل السلمية تحت رعاية مجموعة مينسك المنبثقة عن مؤتمر اﻷمن والتعاون في أوروبا.

For its part, Azerbaijan reiterates its commitment to the cease-fire regime and to the peaceful settlement of the conflict between Armenia and Azerbaijan within the framework of OSCE.
ومن جانبها تعلن جمهورية أذربيجان مرة أخرى عن التزامها بنظام وقف إطلاق النار وبتسوية النزاع اﻷرمني اﻷذربيجاني بالوسائل السلمية في إطار مؤتمر اﻷمن والتعاون في أوروبا.

With regard to the conflict between Armenia and Azerbaijan, Mr. Wang Yinfan said that China fully supported peaceful settlement of the problem and respect for the territorial integrity of the Azerbaijani Republic.
أما فيما يتعلق بالنزاع بين أرمينيا وأذربيجان، فإن الصين، على حد قول السيد يانغ يانفين، تساند دون تحفظ إيجاد تسوية سلمية للمشكل واحترام السلامة اﻹقليمية لجمهورية أذربيجان.

The issue of the conflict between Armenia and Azerbaijan was the subject of consideration also by the Council of Europe.
وشكلت مسألة الصراع الأرمني الأذربيجاني موضوعا للاستعراض كذلك في مجلس أوروبا.

In a number of resolutions adopted in 1993 specifically concerning the conflict between Armenia and Azerbaijan over Nagorno-Karabakh, the Security Council of the United Nations expressed grave concern at " the displacement of a large number of civilians " .
ففي عدد من القرارات المتخذة في عام 1993 فيما يتعلق، على وجه التحديد، بالنزاع القائم بين أرمينيا وأذربيجان بشأن ناغورنو - كاراباخ، أعرب مجلس الأمن التابع للأمم المتحدة عن شديد قلقه إزاء " تشريد عدد كبير من المدنيين " ().

All this is well known in the Russian Federation, which, along with the United States of America and France, is one of the Co-Chairmen of the Minsk Conference of the Organization for Security and Cooperation in Europe (OSCE) and is empowered to settle the conflict between Armenia and Azerbaijan.
وكل ذلك معروف تماما في الاتحاد الروسي، الذي يشترك مع فرنسا والولايات المتحدة اﻷمريكية في رئاسة مؤتمر منسك لمنظمة اﻷمن والتعاون في أوروبا المفوض بتسوية النزاع اﻷرمني - اﻷذربيجاني.

Bearing in mind the foregoing, the Ministry, considering the mutual interests of all States in the region, calls upon the Russian Federation to reconsider its plans to broaden and strengthen its military alliance with Armenia until the conflict between Armenia and Azerbaijan is settled.
إن الوزارة، إذ تضع في الحسبان ما تم ذكره آنفا، وانطلاقا من المصالح المتبادلة لجميع دول المنطقة، تدعو الاتحاد الروسي ﻷن يعيد النظر في خطط توسيع وتعزيز الحلف العسكري بين الاتحاد الروسي وجمهورية أرمينيا حتى تسوية النزاع اﻷرمني - اﻷذربيجاني.

In this connection, it should be recalled that the armed conflict between Armenia and Azerbaijan has remained unsettled and, as a consequence of this lack of a settlement, more than 20 per cent of the territory of Azerbaijan is currently occupied by Armenian armed formations and over 1 million inhabitants of Azerbaijan have become refugees or displaced persons in their own country.
وينبغي أن نذكر في هذا الصدد بأن النزاع اﻷرمني - اﻷذربيجاني لا يزال مستمرا دون تسوية، ونتيجة لعدم التسوية هذه، يخضع أكثر من ٢٠ في المائة من أراضي أذربيجان لاحتلال التشكيلات اﻷرمينية المسلحة، كما أصبح أكثر من مليون من سكان أذربيجان لاجئين ومشردين في وطنهم.

Azerbaijan has also noted that the Minister of Defence of the Russian Federation has awarded the medal " For Strengthening Military Cooperation " to a number of Armenian military leaders who made tough statements concerning a settlement of the conflict between Armenia and Azerbaijan.
ولاحظت أذربيجان أن وزير دفاع الاتحاد الروسي منح عددا كبيرا من القادة العسكريين اﻷرمنيين الذين أدلوا بتصريحات متعنتة بشأن مسألة تسوية النزاع اﻷرمني - اﻷذربيجاني وسام " تعزيز التعاون العسكري " .

This resolution was the first decision by the Security Council on the question of the conflict between Armenia and Azerbaijan and, although it does not cover all aspects and the scale and consequences of Armenian aggression against Azerbaijan, it nevertheless gives the Azerbaijani Republic hope that its rights as a sovereign State Member of the United Nations, which have been flouted, will be protected by the world community.
وهذا القرار هو أول قرار لمجلس اﻷمن بشأن النزاع اﻷرمني - اﻷذربيجاني، ورغم أنه لا يتناول جميع جوانب، العدوان اﻷرمني ضد أذربيجان، ومداه وآثاره فهو يعطي جمهورية أذربيجان اﻷمل في أن المجتمع العالمي سيحمي حقوقها التي امتهنت كدولة ذات سيادة عضو في اﻷمم المتدة.

In spite of the efforts made by the Conference on Security and Cooperation in Europe (CSCE) to achieve a political settlement of the conflict between Armenia and Azerbaijan, the Armenian side continues to commit acts of aggression against Azerbaijan.
على الرغم من المساعي التي يبذلها مؤتمر اﻷمن والتعاون في أوروبا والتي ترمي إلى تسوية النزاع اﻷرمني - اﻷذربيجاني بالوسائل السياسية، يواصل الجانب اﻷرمني اﻷعمال العدوانية ضد أذربيجان. ففي أعقاب الزيارة التي قام بها مؤخرا إلى المنطقة السيد م.

At the same time I feel that I must state the position of Azerbaijan on the initiative for a new discussion in the Security Council of the problems of the conflict between Armenia and Azerbaijan designed to secure support for the Chairman's proposal of 28 September 1993 in a separate paragraph of the draft resolution.
وأعتقد أنه لا بد، في نفس الوقت، من اﻹعراب عن موقف أذربيجان من بدء مناقشة جديدة لمشاكل النزاع اﻷرمني - اﻷذربيجاني في مجلس اﻷمن التابع لمنظمة اﻷمم المتحدة بهدف تأييد ما اقترحه الرئيس في ٨٢ أيلول/سبتمبر ٣٩٩١ من إضافة فقرة منفصلة إلى مشروع القرار.

The Azerbaijani side continues to abide by the cease-fire agreement concluded earlier and is refraining from any use of force in response. By means of these actions, the political and military leadership of Armenia is once again attempting to block efforts by international organizations to settle the conflict between Armenia and Azerbaijan.
إن الجانب اﻷذربيجاني لا يزال ملتزما بالتقيد باتفاق وقف اطلاق النار الذي سبق إبرامه، وبالامتناع عن اتخاذ أي تدابير للرد باستخدام القوة، إن القيادة السياسية والعسكرية ﻷرمينيا، إذ تلجأ الى هذه الممارسات، إنما تسعى، كما اعتادت، الى وضع العراقيل أمام الجهود التي تبذلها المنظمات الدولية في سبيل تسوية النزاع اﻷرمني - اﻷذربيجاني.

And this is happening just when the Personal Representative of the Chairman-in-Office of the Conference on Security and Cooperation in Europe (CSCE), M. Mossberg, is in the area of conflict between Armenia and Azerbaijan conducting intensive consultations with the aim of revising an " Adjusted timetable of urgent steps to implement Security Council resolutions 822 (1993) and 853 (1993) " .
ويتم هذا في الوقت الذي يوجد فيه في منطقة النزاع اﻷرمني - اﻷذربيجاني م. موسبيرغ، الممثل الشخصي للرئيس الحالي لمؤتمر اﻷمن والتعاون في أوروبا الذي يجري مشاورات مكثفة بغية وضع " جدول معدل للخطوات العاجلة لتنفيذ قراري مجلس اﻷمن ٨٢٢ )١٩٩٣( و ٨٥٣ )١٩٩٣( " .

Insofar as the conflict between Armenia and Azerbaijan is concerned, both the Hague Regulations and Geneva Convention IV apply.

Azerbaijan responded to this request by submitting the relevant documents covering a wide range of issues pertaining to the conflict between Armenia and Azerbaijan.
وقد تجاوبت أذربيجان مع هذا الطلب فقدمت الوثائق ذات الصلة التي تغطي عدداً كبيراً من المسائل المتصلة بالنزاع بين أرمينيا وأذربيجان.

In relation to the conflict between Armenia and Azerbaijan, all actions aimed at tearing away part of the territory of Azerbaijan were clearly unconstitutional and a violation of other international legal principles, such as the rule prohibiting the use of force and the annexation of territory.
وفيما يتعلق بالنزاع بين أرمينيا وأذربيجان، فإن جميع الإجراءات التي تهدف إلى نزع جزء من أراضي أذربيجان إنما هو عمل غير دستوري وانتهاك للمبادئ القانونية الدولية الأخرى، مثل قاعدة حظر استخدام القوة وحظر ضم الأراضي.

The Republic of Azerbaijan calls upon the Republic of Armenia to renounce this illogical and dangerous practice, not to damage the current favourable atmosphere for a settlement of the conflict between Armenia and Azerbaijan and also, in keeping with the norms and principles of international law, to take positive steps to restore confidence and peace with Azerbaijan.
إن جمهورية أذربيجان تناشد جمهورية أرمينيا الامتناع عن هذه الممارسات اللامنطقية الخطرة، وعدم توتير الأجواء الإيجابية التي تكونت حاليا حول تسوية الصراع الأرمني - الأذربيجاني، وكذلك اتخاذ خطوات إيجابية باتجاه إعادة الثقة والسلام مع أذربيجان، وفقا لقواعد ومبادئ القانون الدولي.

The present conflict between Armenia and Azerbaijan may be regarded as having begun on 20 February 1988, when the regional Soviet of the Nagorny Karabakh Autonomous Region adopted a decision to petition to the Supreme Soviets of the Azerbaijan SSR and the Armenian SSR for the transfer of the Nagorny Karabakh Autonomous Region from the Azerbaijan SSR to the Armenian SSR.
ومن المرجح أن الصراع الأرمني - الأذربيجاني الحالي قد بدأ في 20 شباط/فبراير 1988، عندما أصدر المجلس المحلي للإقليم قرارا عنوانه " التماس مرفوع إلى المجلس الأعلى لكل من جمهورية أذربيجان الاشتراكية السوفياتية وجمهورية أرمينيا الاشتراكية السوفياتية بشأن نقل تبعية إقليم ناغورني كاراباخ المتمتع بالاستقلال الذاتي من جمهورية أذربيجان الاشتراكية السوفياتية إلى جمهورية أرمينيا الاشتراكية السوفياتية " .

Thus, for example, in its resolutions 822 (1993), 853 (1993), 874 (1993) and 884 (1993), specifically concerning the conflict between Armenia and Azerbaijan over the Daghlyq Garabagh region of Azerbaijan, the Security Council expressed grave concern at " the displacement of a large number of civilians " .
فقد أعرب مجلس الأمن، في قراراته 822 (1993) و 853 (1993) و 874 (1993) و 884 (1993)، على سبيل المثال، وتحديدا فيما يتعلق بالنزاع القائم بين أرمينيا وأذربيجان بشأن منطقة داغليق غاراباخ في أذربيجان، عن قلقه البالغ إزاء " تشريد عدد كبير من المدنيين " .
