The instrument of accession, dated 17 January 1985, was published on 2 April 1985; the sole interpretative statement concerned article 5, paragraph 2, of the Protocol and specified that the Human Rights Committee should not consider any communication unless it had ascertained that it was not being examined under another procedure of international investigation or settlement.
وصدر صك الانضمام بتاريخ ٧١ كانون الثاني/يناير ٥٨٩١ ونشر في ٢ نيسان/أبريل ٥٨٩١، وكان البيان التفسيري الوحيد يتعلق بالفقرة ٢ من المادة ٥ من البروتوكول، ويحدد أن على لجنة حقوق اﻹنسان أن تنظر في أي بلاغ ما لم تتحقق من أنه لا يبحث وفق إجراء آخر من إجراءات التحقيق أو التسوية الدولية.

The Committee recalled that article 14, paragraph 7 (a), of the Convention provides that the Committee shall not consider any communication unless it has ascertained that all available domestic remedies have been exhausted.

8.3 The Committee recalls that it shall not consider any communication from an individual under article 22, paragraph 5 (a), of the Convention, unless it has ascertained that the same matter has not been, and is not being, examined under another procedure of international investigation or settlement.
8-3 وتُذكِّر اللجنة() بأنها لا تنظر في أي شكوى ترد من أي شخص بموجب الفقرة 5(أ) من المادة 22 من الاتفاقية، إلا بعد أن تتحقق من أن المسألة نفسها لم تُبحث ولا يجري بحثها في إطار إجراء آخر من إجراءات التحقيق الدولي أو التسوية الدولية.

In other words, the subparagraph must be understood as meaning that the Committee " shall not consider any communication from an individual unless it has ascertained that the same matter is not being examined under another procedure of international investigation or settlement " .
