With regard to the issue of definitions for an FMCT, I would like to touch on a few basic points that should guide us in considering this issue.

١٧ - تحيط علما بالتقرير المؤقت الذي قدمه المدير التنفيذي لبرنامج اﻷمم المتحدة للمراقبة الدولية للمخدرات الى الدورة الثامنة والثلاثين للجنة المخدرات عن العواقب الاقتصادية والاجتماعية ﻹساءة استعمال المخدرات والاتجار غير المشروع بها)٢١( وتدعو اللجنة الى مواصلة النظر في هذه المسألة في إطار المناقشة العامة؛

12. In considering this issue, several participants noted the need to consider not just economic costs, but also unquantifiable impacts such as ecosystem degradation, biodiversity loss and cultural disruption.
٢١- وفي بحث هذه المسألة أشار عدد من المشاركين الى ضرورة عدم اقتصار البحث على التكاليف الاقتصادية وحدها بل يجب أن يشمل أيضاً اﻵثار غير القابلة للقياس الكمي مثل تدهور النظام البيئي، وفقدان التنوع البيولوجي، والتمزق الثقافي.
