3. Expresses its readiness to finalize consolidated technical Arrangements that will pave the way for the full implementation of the OAU peace package;
3 - تعرب عن استعدادها للانتهاء من ووضع الترتيبات التقنية الموحدة التي ستمهد الطريق أمام التنفيذ الكامل لصفقة منظمة الوحدة الأفريقية للسلام؛

(a) Confirmation of acceptance of the Framework Agreement and the Modalities and of the fact that the consolidated technical arrangements should reflect the content of those two documents, which had been endorsed by the OAU Summit in Algiers;
(أ) تأكيد قبول الاتفاق الإطاري والطرائق وحقيقة أن الترتيبات التقنية الموحدة يجب أن ينعكس فيها مضمون الوثيقتين المذكورتين اللتين أيدهما مؤتمر القمة الذي عقدته المنظمة في مدينة الجزائر؛

The Mission will urge strongly both parties to refrain from resorting to force and further hostilities, and to commit immediately, seriously and without precondition to negotiations to achieve final consolidated technical arrangements for implementation of the OAU Framework Agreement and its Modalities for Implementation.
وستحث البعثة بقوة كلا الطرفين على الكف عن اللجوء إلى القوة والأعمال القتالية الأخرى، وعلى الالتزام فورا وبجدية وبدون شروط مسبقة بالمفاوضات الخاصة بتحقيق ترتيبات تقنية موحدة نهائية لتنفيذ الاتفاق الإطاري لمنظمة الوحدة الأفريقية وطرائق تنفيذه.

This raised a possible difference in meaning concerning the phrase " consolidated technical arrangements " , which in English is preceded in most instances by the word " the " , but in French by the word " des " .
وقد أثار هذا فرقا محتملا في المعنى بشأن عبارة " ترتيبات تقنية موحدة " ، وهي معرفة في الانكليزية في معظم الحالات، إلا أنها نكرة في النص الفرنسي.

Lastly, as with any peaceful settlement requiring the agreement of the two parties, the aim of the talks was to enable the parties to reach agreement on consolidated technical arrangements or else to give OAU an opportunity to help them identify acceptable compromises which are consistent with the terms of the Framework Agreement and the Modalities, which remain the basic elements of the settlement plan.

Moreover, the office of the current Chairman takes note with hope of the position recently conveyed to it by the Government of Eritrea, which states its willingness to end the fighting and return to negotiations in Algiers under OAU leadership, with a view to finalizing the consolidated technical arrangements as envisaged at the previous meeting held at the beginning of this month.

3. The aim of the indirect talks held at Algiers was to enable the two parties to reach an agreement on " consolidated technical arrangements " which would lead to the implementation of the plan for the peaceful settlement of the conflict between Ethiopia and Eritrea, as contained in the Framework Agreement and the Modalities accepted by the two parties and endorsed by the OAU Summit held in Algiers last July.
3 - والهدف من مناقشات مدينة الجزائر غير المباشرة هو السماح للطرفين بالتوصل إلى اتفاق بشأن " الترتيبات التقنية الموحدة " التي ستقود إلى تنفيذ خطة التسوية السلمية للنزاع بين إثيوبيا وإريتريا، وهذه الخطة واردة في الاتفاق الإطاري وفي الطرائق التي قبلها الطرفان والتي وافق عليها مؤتمر القمة الذي عقدته منظمة الوحدة الأفريقية في مدينة الجزائر في تموز/يوليه الماضي.

On that occasion, he noted that the content of the non-paper reflected accurately the views acceptable to Ethiopia and informed that party that he was going to ask Eritrea to agree to take part in further talks leading to mutually acceptable " consolidated technical arrangements " .

As can be seen from this recapitulation, the aim of the indirect talks held in Algiers was to help the two parties arrive at consolidated technical arrangements, starting from positions acceptable to each of them; for Eritrea, such positions are those set forth in the Technical Arrangements while, for Ethiopia, they are those set forth in the non-paper.
5 - وكما يتبين من هذا التذكير، فإن المناقشات غير المباشرة التي جرت في مدينة الجزائر كانت تهدف إلى مساعدة الطرفين على التوصل إلى ترتيبات تقنية موحدة انطلاقا من المواقف المقبولة لكل منهما والمدونة بالنسبة لإريتريا في " الترتيبات التقنية " وبالنسبة لإثيوبيا في " الورقة الغفل " .

Sixthly, OAU takes note of the readiness of the two parties to finalize quickly the consolidated technical Arrangements, then proceed to the signature of the Framework Agreement, Modalities and consolidated technical Arrangements, to establish a formal cessation of hostilities and implement faithfully all the three documents constituting the peaceful and definitive settlement plan for the resolution of the conflict.
سادسا، تحيط المنظمة علما باستعداد الطرفين لإكمال الترتيبات الفنية المشتركة بسرعة، ثم توقيع الاتفاق الإطاري والطرائق والترتيبات الفنية المشتركة، وذلك لوقف أعمال القتال بصفة رسمية، وتنفيذ الوثائق الثلاث كلها التي تشكل خطة التسوية السلمية والنهائية للخلاف القائم بينهما بحذافيرها؛

25. This was close to being achieved in March 2000 when, during the last round of shuttle diplomacy by the facilitators from 25 February to 5 March, the facilitators made progress towards producing a consolidated technical arrangement, which was more or less consistent with the Framework Agreement and the Modalities.
