104- بصدور دستور السودان لسنة 1998، ألغيت من تاريخ نفاذه جميع المراسيم الدستورية ما عدا المرسوم الدستوري الرابع عشر (تنفيذ اتفاق السلام) لسنة 1997 الذي اعتبر جزءاً لا يتجزأ من الدستور، وبذلك أصبح الاتفاق جزءاً لا يتجزأ من الدستور يتمتع بحرمة النصوص الدستورية.

(a) It was made clear to the Special Rapporteur during all the meetings he held with representatives of the Government of the Sudan at the highest level that the political agenda of the Government will not change: the principles and the basic regulations laid down in constitutional decrees 1 to 13 as amended, will be strictly observed in the policy-making process and no change will be made to these principles and basic regulations.

During this period, the affairs of government are regulated by constitutional decrees initiated by the President of the Republic and approved by the National Assembly (Parliament).
