" Having regard to the legal framework of the mandate of the Special Rapporteur on extrajudicial, summary or arbitrary executions, including the provisions contained in Commission on Human Rights resolution 1992/72 of 5 March 1992 and General Assembly resolution 47/136 of 18 December 1992,

With regard to its methods of work, the Group of Experts decided, pursuant to the request contained in Commission on Human Rights resolution 1997/72, to hold as many public meetings as possible, but to work in closed sessions whenever necessary.
٤١- بصدد أساليب العمل قرر فريق الخبراء، عملاً بالطلب الوارد في قرار لجنة حقوق اﻹنسان ٧٩٩١/٢٧، أن يعقد أكبر عدد ممكن من الجلسات العلنية على أن يعمل في جلسات مغلقة عندما يلزم ذلك.

Introduction 1. The present report concerns a fact-finding mission to Guatemala undertaken from 16 to 26 August 1999 by the Special Rapporteur on the independence of judges and lawyers, pursuant to the mandate contained in Commission on Human Rights resolution 1994/41, as renewed by resolution 1997/23 extending the mandate for a further three years.

4. Encourages the Special Rapporteur to continue examining ways and means of overcoming existing obstacles to the full and effective protection of the human rights of this vulnerable group, including obstacles and difficulties for the return of migrants who are nondocumented or in an irregular situation, in conformity with her mandate contained in Commission on Human Rights resolution 1999/44;
4- تشجع المقررة الخاصة على أن تواصل دراسة طرق ووسائل تخطي العقبات القائمة أمام الحماية الكاملة والفعالة لحقوق الإنسان لهذه المجموعة الضعيفة، بما فيها العقبات والصعوبات التي تعترض عودة المهاجرين الذين ليست لديهم الوثائق اللازمة أو الذين هم في وضع غير سوي، طبقاً لولايتها الواردة في قرار لجنة حقوق الإنسان 1999/44؛

5. Encourages the Special Rapporteur to continue to examine ways and means of overcoming existing obstacles to the full and effective protection of the human rights of persons belonging to this large vulnerable group, including obstacles and difficulties for the return of migrants who are undocumented or in an irregular situation, in conformity with her mandate as contained in Commission on Human Rights resolution 1999/44;
5- تشجع المقررة الخاصة على مواصلة استكشاف سبل ووسائل تخطي العقبات القائمة أمام الحماية الكاملة والفعالة لحقوق الإنسان للأشخاص الذين ينتمون لهذه المجموعة الضعيفة الكبيرة العدد، بما فيها العقبات والصعوبات التي تعترض عودة المهاجرين الذين ليست لديهم الوثائق اللازمة أو الذين هم في وضع غير قانوني، طبقاً لولايتها الواردة في قرار لجنة حقوق الإنسان 1999/44؛

" وتبعا لذلك، فإني سأغدو ممتنا لمواصلة الاستفادة من تعاون حكومة سعادتكم حتى أتمكن من تزويد اللجنة والجمعية العامة بتقييم دقيق وشامل لحالة الحقوق الاقتصادية والاجتماعية والثقافية والمدنية والسياسية في ميانمار وفقا لﻷحكام الواردة في قرار لجنة حقوق اﻹنسان ١٩٩٥/٧٢.

It was regrettable that neither he, in his capacity as Special Rapporteur, nor any concerned United Nations body or agency had received any communication from the Government on steps taken to implement the recommendations contained in Commission on Human Rights resolution 1995/77 or similar previous resolutions.
وأعرب عن أسفه ﻷنه لم يتلق هو أو أي هيئة أو وكالة من هيئات أو وكالات اﻷمم المتحدة أي رسالة من الحكومة عن اتخاذ خطوات لتنفيذ التوصيات الواردة في قرار لجنة حقوق اﻹنسان ١٩٩٥/٧٧ أو أي من القرارات السابقة المشابهة.
