14. It is a requirement of the standard clauses for exploration contracts that the financial statements showing the actual and direct exploration expenditures of the Contractor in carrying out the programme of activities during the accounting year must be certified by a duly qualified firm of public accountants, or, where the contractor is a State or a state enterprise, by the sponsoring State.
