2. Calls once again upon all States to fulfil immediately that obligation by commencing multilateral negotiations in 1999 leading to an early conclusion of a nuclear weapons convention prohibiting the development, production, testing, deployment, stockpiling, transfer, threat or use of nuclear weapons and providing for their elimination;
٢ - تهيب مرة أخرى بجميع الدول الوفاء بذلك الالتزام فورا بأن تبدأ مفاوضات متعددة اﻷطراف في عام ١٩٩٩ تفضي إلى اﻹبرام المبكر لاتفاقية لحظر استحداث وإنتاج وتجريب ونشر وتخزين ونقل اﻷسلحة النووية، والتهديد بها أو استخدامها، وتنص على إزالة تلك اﻷسلحة؛

Convinced that a convention prohibiting the development, testing, production, stockpiling, transfer, use and threat of use of nuclear weapons and providing for their elimination is required to abolish these weapons from the Earth;
واقتناعا منا بأن عقد اتفاقية تحظر استحداث الأسلحة النووية وتجريبها وإنتاجها وتخزينها ونقلها واستعمالها والتهديد باستعمالها، وتنص على إزالتها أمر لازم لمحو هذه الأسلحة من على وجه البسيطة؛

٤ - تدعو جميع الدول إلى الوفاء فورا بذلك الالتزام ببدء إجراء مفاوضات متعددة اﻷطراف في عام ١٩٩٧ تفضي إلى اﻹكمال المبكر لاتفاقية لحظر استحداث وإنتاج وتجريب وتخزين ونقل اﻷسلحة النووية، والتهديد بها أو استخدامها وتنص على إزالة تلك اﻷسلحة؛

A convention prohibiting the development, production, deployment, stockpiling, transfer and the use or threat of use of nuclear weapons must be adopted without further delay.
ولا بد من اعتماد اتفاقية تحظر استحداث الأسلحة النووية وإنتاجها وتجريبها ونشرها وتكديسها ونقلها والتهديد بها واستعمالها بدون مزيد من التأخير.

States Parties, therefore, agree that the most effective means of achieving nuclear disarmament should be the commencement of multilateral negotiations leading to an early conclusion of a convention prohibiting the development, production, deployment, stockpiling, transfer, threat or use of nuclear weapons and on their total elimination.
ولذا فإن الدول الأطراف متفقة على أن أنجع وسيلة لتحقيق نزع السلاح النووي هي الشروع في مفاوضات متعددة الأطراف تُفضي إلى سرعة إبرام اتفاقية تحظر استحداث الأسلحة النووية وإنتاجها ونشرها وتكديسها ونقلها والتهديد بها أو استعمالها وتهدف إلى القضاء التام عليها.
