Apart from the intergovernmental machinery itself, the Commission is convinced that civil society should be endowed with its own means of independently monitoring the ongoing developments in ocean affairs, thereby making the present system of ocean governance more coherent, transparent and responsive.
١٦ - وإلى جانب اﻵلية الحكومية الدولية نفسها، فإن اللجنة على اقتناع بأن المجتمع المدني ينبغي أن توفر له وسائله الخاصة لرصد التطورات الجارية في شؤون المحيطات بشكل مستقل، مما يجعل النظام الحالي ﻹدارة المحيطات أكثر تماسكا وشفافية واستجابة.
