5. Calls upon all States in the region and regional organizations, in particular the IGAD, the African Union (AU), and the League of Arab States (LAS), to establish focal points to enhance cooperation with the Monitoring Group and to facilitate information exchange;
5 - يهيب بجميع الدول في المنطقة والمنظمات الإقليمية، لا سيما الهيئة الحكومية الدولية المعنية بالتنمية والاتحاد الأفريقي وجامعة الدول العربية إنشاء مراكز تنسيق لتعزيز التعاون مع فريق الرصد وتيسير تبادل المعلومات؛

Furthermore, in paragraph 32 of the same resolution, the Council urged all Member States " to ensure cooperation with the Monitoring Group " and ensure " unhindered access, in particular to persons, documents and sites the Monitoring Group deems relevant to the execution of its mandate " .
كما حثّ المجلس جميع الدول الأعضاء، في الفقرة 32 من القرار نفسه، على أن تضمن " التعاون مع فريق الرصد " وأن تتيح " سبل الوصول دون عائق، خصوصا إلى الأشخاص والمستندات والمواقع التي يرى فريق الرصد أنها مهمّة لاضطلاعه بولايته " .

32. Urges all parties and all States, as well as international, regional and subregional organizations, including the African Union Mission, to ensure cooperation with the Monitoring Group and ensure the safety of the members of the Monitoring Group and unhindered access, in particular to persons, documents and sites that the Monitoring Group deems relevant to the execution of its mandate;

Pursuant to paragraph 5 of resolution 1519 (2003), on 4 March 2004 the Committee issued a note verbale, requesting all States in the region and regional organizations to establish focal points to enhance cooperation with the Monitoring Group and to facilitate information exchange.
وعملا بالفقرة 5 من القرار 1519 (2003)، أصدرت اللجنة في 4 آذار/مارس 2004، مذكرة شفوية تطلب فيها إلى جميع الدول في المنطقة والمنظمات الإقليمية إنشاء نقاط تنسيق لتعزيز التعاون مع فريق الرصد وتيسير تبادل المعلومات.

11. Pursuant to paragraph 5 of resolution 1519 (2003), on 4 March 2004 the Chairman sent letters to all States in the region and regional organizations calling upon them to establish focal points to enhance cooperation with the Monitoring Group and to facilitate information exchange.
11 - وعملا بالفقرة 5 من القرار 1519 (2003)، وجه الرئيس في 4 آذار/مارس 2004 رسائل إلى جميع الدول الأعضاء في المنطقة والمنظمات الإقليمية يناشدها فيها إنشاء مراكز اتصال لتعزيز التعاون مع فريق الرصد وتيسير تبادل المعلومات.

10. Urges all parties and all States, including Eritrea, other States in the region, and the Transitional Federal Government, as well as international, regional and subregional organizations, to ensure cooperation with the Monitoring Group, and ensure the safety of the members of the Monitoring Group and unhindered access, in particular to persons, documents and sites that the Monitoring Group deems relevant to the execution of its mandate;
10 - يحث جميع الأطراف وجميع الدول، بما فيها إريتريا ودول أخرى في المنطقة والحكومة الاتحادية الانتقالية، والمنظمات الدولية والإقليمية ودون الإقليمية، على أن تضمن التعاون مع فريق الرصد وأن تضمن سلامة أعضاء فريق الرصد وتمكينهم من الوصول إلى مقاصدهم دون عائق، وبالأخص إلى الأشخاص والوثائق والمواقع الذين يعتبرهم فريق الرصد ذوي أهمية لاضطلاعه بولايته؛

Two senior SPLA/M officers and several sources have confidentially shared with the Monitoring Group, throughout the mandate, their suspicions that the close links between certain elements within the SPLA/M ranks and the Government of Eritrea, dating back to the South's struggle against the north, are a key reason for the lack of cooperation with the Monitoring Group.
وقد أُطلع فريقُ الرصد بصورة سرية، وعلى مدى فترة ولايته، على شكوك أعرب عنها ضابطان من كبار الضباط بالجيش الشعبي/الحركة الشعبية لتحرير السودان ومصادر متعددة مفادها أن الصلاتِ الوثيقة بين عناصر معيّنة في صفوف الجيش الشعبي/الحركة الشعبية وحكومة إريتريا والتي يعود تاريخها إلى فترة الصراع الذي خاضه الجنوب ضد الشمال، قد تكون أحد الأسباب الرئيسية لعدم التعاون مع فريق الرصد().
