وذلك الهدف لن يتحقق إلا إذا حدث تغيير أساسي في سلوك العراق بشأن التعاون مع اللجنة الخاصة واحترام قرارات مجلس اﻷمن.

On 31 October 1998, Iraq decided to end all cooperation with the Special Commission.
وفي ٣١ تشرين اﻷول/أكتوبر ١٩٩٨، قرر العراق وقف جميع أشكال التعاون مع اللجنة الخاصة.

At the informal consultations of the whole held on 3 November 1998, the members of the Council received a briefing by the Secretariat on the assessment of the situation in Iraq following Iraq’s decision of 31 October 1998 to cease all cooperation with the Special Commission.
وفي المشاورات غير الرسمية للمجلس بكامل هيئته المعقودة في ٣ تشرين الثاني/نوفمبر ١٩٩٨، استمع أعضاء المجلس إلى إحاطة من اﻷمانة العامة عن تقييم الحالة في العراق في أعقاب قرار العراق المؤرخ ٣١ تشرين اﻷول/أكتوبر ١٩٩٨ بوقف كل أشكال التعاون مع اللجنة الخاصة.

Iraq promised continued cooperation with the Special Commission and outlined specific contributions that the Iraqi side be prepared to make at each stage of establishing the ongoing monitoring and verification mechanism under resolution 715 (1991).
ووعد العراق بمواصلة التعاون مع اللجنة الخاصة وعرض موجزا للمساهمات المحددة التي سيكون الجانب العراقي مستعدا لتقديمها في كل مرحلة من مراحل إنشاء آلية الرصد والتحقق المستمرين بموجب القرار ٧١٥ )١٩٩١(.

It is clear that the Iraqi decision of 14 November 1998 means that the previous decisions to restrict or suspend cooperation with the Special Commission and the International Atomic Energy Agency have become void, and that the Special Commission and the International Atomic Energy Agency are henceforth able to continue all their activities in Iraq pursuant to the relevant Security Council resolutions.
إن من الواضح أن قرار العراق في ١٤ تشرين الثاني/نوفمبر يعني أن القرارات السابقة لتقييد أو تعليق التعاون مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية أصبحت غير نافذة، وأن اللجنة الخاصة والوكالة الدولية للطاقة الذرية تستطيعان من اﻵن مواصلة جميع أنشطتهما في العراق بموجب قرارات مجلس اﻷمن ذات الصلة.

At the informal consultations of the whole held on 17 August 1998, the members of the Council received a briefing by the Secretariat on the mission to Baghdad of the Special Envoy of the Secretary-General, in particular his meetings with the Iraqi authorities regarding Iraq’s decision of 5 August 1998 to suspend cooperation with the Special Commission.

At the informal consultations of the whole held on 24 August 1998, the members of the Council received a briefing by the Special Envoy of the Secretary-General on his meetings with the Iraqi authorities in Baghdad regarding the Iraqi Government’s decision of 5 August 1998 to suspend cooperation with the Special Commission.

2. Demands that Iraq rescind immediately and unconditionally the decision of 31 October 1998, as well as the decision of 5 August 1998, to suspend cooperation with the Special Commission and to maintain restrictions on the work of the International Atomic Energy Agency, and that Iraq provide immediate, complete and unconditional cooperation with the Special Commission and the Agency;
٢ - يطالب العراق بأن يلغي على الفور ودون أي شروط القرار المؤرخ ٣١ تشرين اﻷول/أكتوبر ١٩٩٨، وكذلك القرار المؤرخ ٥ آب/أغسطس ١٩٩٨، بوقف التعاون مع اللجنة الخاصة وفرض قيود على عمل الوكالة الدولية للطاقة الذرية، وبأن يتعاون العراق فورا وبالكامل ودون شروط مع اللجنة الخاصة ومع الوكالة؛

At the beginning of November, the President circulated to Council members letters from the Chairmen of UNSCOM and IAEA concerning the impact on their operations of the Iraqi Revolutionary Command Council’s 31 October decision to cease cooperation with the Special Commission.
في بداية تشرين الثاني/نوفمبر، عمم الرئيس على أعضاء المجلس رسائل من رئيسي اللجنة الخاصة والوكالة الدولية للطاقة الذرية بشأن اﻷثر المترتب على قرار مجلس قيادة الثورة العراقي الصادر في ٣١ تشرين اﻷول/أكتوبر بوقف التعاون مع اللجنة الخاصة بالنسبة لعمليات الوكالة الدولية.

4. Iraqi interests call for cooperation with the Special Commission, in order to fulfil the requirements of section C of resolution 687 (1991), so that the Council may, pursuant to its responsibilities, begin to consider implementation of paragraph 22 of the aforementioned resolution. Therefore, any allegation that Iraq is not cooperating is completely illogical.
٤ - إن مصلحة العراق تقتضي التعاون مع اللجنة الخاصة من أجل إنجاز متطلبات القسم )ج( من القرار ٦٨٧ كي يباشر المجلس وفقا لمسؤولياته في النظر في تطبيق الفقرة )٢٢( من القرار المذكور لذلك فإن أي ادعاء بأن العراق لا يتعاون هو ادعاء لا يستند الى منطق.

Iraq was therefore obliged to suspend cooperation with the Special Commission and the International Atomic Energy Agency because insisting on dead-end paths and vicious circles can only lead to the continuation of the blockade on the people of Iraq, which is unacceptable and even contrary to resolution 687 (1991).
ولذلك أضطر العراق اضطرارا الى تعليق التعاون مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية ﻷن أسلوب الطريق المسدود والدوران في حلقة مفرغة سوف لن يؤدي سوى الى إدامة الحصار على شعب العراق وهذا أمر لا يمكن القبول به، وهو أمر متناقض حتى مع قرار مجلس اﻷمن ٦٨٧ )١٩٩١(.

2. Demands that Iraq rescind immediately and unconditionally the decision of 31 October 1998, as well as the decision of 5 August 1998, to suspend cooperation with the Special Commission and to maintain restrictions on the work of the IAEA, and that Iraq provide immediate, complete and unconditional cooperation with the Special Commission and the IAEA;
٢ - يطالب العراق بأن يلغي على الفور ودون أي شروط القرار المؤرخ ٣١ تشرين اﻷول/أكتوبر ١٩٩٨، وكذلك القرار المؤرخ ٥ آب/أغسطس ١٩٩٨، بوقف التعاون مع اللجنة الخاصة وفرض قيود على عمل الوكالة الدولية للطاقة الذرية، وبأن يتعاون العراق فورا وبالكامل ودون شروط مع اللجنة الخاصة ومع الوكالة الدولية للطاقة الذرية؛

Members demanded that the Iraqi leadership rescind immediately and unconditionally today’s decision, as well as the decision of 5 August, to limit cooperation with UNSCOM and IAEA, as previously demanded by the Council in its resolution 1194 (1998), and that it resume immediate, complete and unconditional cooperation with the Special Commission and IAEA.
وطالب اﻷعضاء بأن تلغي القيادة العراقية فورا وبدون شروط القرار المتخذ اليوم، وكذلك قرار ٥ آب/أغسطس، المتعلق بالحد من التعاون مع اللجنة الخاصة لﻷمم المتحدة والوكالة الدولية للطاقة الذرية، على نحو ما طالب المجلس آنفا في قراره ١١٩٤ )١٩٩٨( وبأن تستأنف فورا وبشكل تام وغير مشروط التعاون مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية.

1. Condemns the decision by Iraq of 31 October 1998 to cease cooperation with the Special Commission as a flagrant violation of resolution 687 (1991) and other relevant resolutions;
١ - يدين القرار الذي اتخذه العراق في ٣١ تشرين اﻷول/أكتوبر ١٩٩٨ بوقف تعاونه مع اللجنة الخاصة بوصفه يمثل انتهاكا صارخا للقرار ٦٨٧ )١٩٩١( والقرارات اﻷخرى ذات الصلة؛

In its communication to the Council of 5 August, Iraq indicated that it was suspending its cooperation with the Special Commission and the International Atomic Energy Agency (IAEA), and that in the interim, pending Council agreement to its demands, only monitoring activities would be allowed to continue.
لقد بيﱠن العراق في رسالته الموجهة إلى المجلس المؤرخة ٥ آب/أغسطس أنه أوقف تعاونه مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية وأنه، بانتظار موافقة المجلس على طلباته، سيسمح بمجرد استمرار أنشطة الرصد.

On 13 November, the Secretary-General wrote to the President of Iraq, appealing once again for Iraq to resume cooperation with the Special Commission and IAEA (S/1998/1077, annex I).
وفي ١٣ تشرين الثاني/نوفمبر، بعث اﻷمين العام برسالة إلى رئيس العراق ناشده فيها مرة أخرى أن يستأنف العراق تعاونه مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية )S/1998/1077، المرفق اﻷول(.
