The Office will cooperate closely with African countries particularly in preparing a detailed plan for the implementation of COPINE in the countries concerned.
وسيتعاون المكتب تعاونا وثيقا مع البلدان الافريقية ، ولا سيما في اعداد خطة تفصيلية لتنفيذ كوبين في البلدان المعنية .

The Governing Board welcomed and accepted the offer of the Netherlands to host the COPINE provisional secretariat, which will serve as a focal point for the finalization of the preparatory activities for launching the project.

III. Resolution adopted by the COPINE Provisional Governing Board Meeting at Helsinki on 8 July 1997 12

At its meeting held at Helsinki on 8 July 1997, the Provisional Governing Board of COPINE adopted the resolution presented below.
وقد اعتمد مجلس ادارة كوبين المؤقت في اجتماعه المنعقد في هلسنكي في ٨ تموز/يوليه ٧٩٩١ القرار الوارد أدناه .

وتشمل اﻷنشطة التحضيرية ما يلي : تعزيز المساهمة اﻷوروبية في المشروع ، ولا سيما في جانب التمويل ؛ وتنشيط أوساط مستعملي كوبين ؛ واعداد خطة تفصيلية لتنفيذ كوبين في البلدان الافريقية ؛ واقامة شراكة بين الشركات اﻷوروبية والافريقية ؛ والايضاح العملي المبكر لقدرات نظام كوبين .

Under the COPINE project, directed by the Office for Outer Space Affairs, it is planned to set up satellite communications satellites in various African countries, including Morocco, for exchange of data between them and Europe, especially in the fields of environment, natural resources, education and medicine.
وفي إطار مشروع كوبين الذي يديره مكتب شؤون الفضاء الخارجي، من المزمع إنشاء سواتل للاتصالات عن بعد في بلدان أفريقية مختلفة منها المغرب، من أجل تبادل البيانات بينها وبين أوروبا، وخاصة في مجالات البيئة والموارد الطبيعية والتعليم والطب.

ومن المقرر أن يبرم اجتماع مجلس الادارة المؤقت لكوبين في كانون اﻷول/ديسمبر ٧٩٩١ ، اتفاقا بشأن المهام التي يتعين أداؤها والموارد التي ينبغي توافرها ﻹنجاز اﻷنشطة التحضيرية لمشروع كوبين .

(a) That the donor countries maintain the momentum of COPINE, through the secretariat hosted by the Netherlands, and that the African partner countries be assisted to undertake the detailed planning of implementation;
)أ( أن تحافظ البلدان المانحة على القوة الدافعة لكوبين ، من خلال اﻷمانة التي تستضيفها هولندا ، وبأن تقدم المساعدة الى البلدان الافريقية الشريكة لكي تضع مخططا مفصلا لتنفيذ هذا المشروع ؛

67. The Committee noted that the COPINE project would offer an excellent opportunity to develop sources related to space applications for Africa, particularly in the exchange of information needed to promote progress in health care, agriculture, education, science and technology, and the management and monitoring of natural resources and the environment.
٦٧ - ولاحظت اللجنة أن مشروع " شبكة المعلومات التعاونية للربط بين العلماء والمربين والمهنيين وصناع القرار في أفريقيا " سوف يتيح فرصة ممتازة لتطوير مصادر متصلة بالتطبيقات الفضائية لصالح أفريقيا، خصوصا فيما يتعلق بتبادل المعلومات اللازمة ولتعزيز التقدم في ميادين الرعاية الصحية، والزراعة، والتعليم، والعلوم والتكنولوجيا، وإدارة الموارد الطبيعية والبيئة ورصدها.
