As requested by the relevant intergovernmental bodies, the present report updates information on developments regarding the assistance provided by the organizations of the United Nations system to countries invoking Article 50 of the Charter of the United Nations.

Section V of the report presents updated information on the assistance provided by the United Nations system to countries invoking Article 50 of the Charter of the United Nations.
٦ - ويقدم الفرع الخامس معلومات مستكملة عن المساعدة التي تقدمها منظومة اﻷمم المتحدة إلى البلدان التي تطلبها استنادا إلى المادة ٥٠ من ميثاق اﻷمم المتحدة.

VII. Assistance to countries invoking Article 50 of the Charter of the United Nations
سابعا - المساعدة المقدمة إلى البلدان المستندة إلى المادة ٥٠ من ميثاق اﻷمم المتحدة

(f) The annual overview reports of the Administrative Committee on Coordination for the period from 1992 to 2000, in particular the sections therein on assistance to countries invoking Article 50 of the Charter of the United Nations ,

58. Several members, referring to the information provided in the report on assistance to countries invoking Article 50 of the Charter of the United Nations, stated that there was a large gap between the losses incurred by the affected countries as a result of abiding by the sanctions and the assistance being provided to them by the international community.
٥٨ - وأشار عدة أعضاء إلى المعلومات الواردة في التقرير عن المساعدة المقدمة إلى البلدان استنادا إلى المادة ٠٥ من ميثاق اﻷمم المتحدة، وقالوا إن هناك فجوة كبيرة بين الخسائر التي تتكبدها الدول المتضررة نتيجة لالتزامها بالجزاءات وبين المساعدة المقدمة إليها من المجتمع الدولي.

65. The Committee stressed the importance of continuing the efforts of the Secretary-General, including in his capacity as Chairman of ACC, in mobilizing and coordinating assistance to countries invoking Article 50 of the Charter and requested him to continue those efforts and report on the outcome thereon in the next overview report of ACC.
٦٥ - وأبرزت اللجنة أهمية مواصلة جهود اﻷمين العام، بصفته أيضا رئيس لجنة التنسيق اﻹدارية، لتعبئة وتنسيق تقديم المساعدة إلى البلدان استنادا إلى المادة ٥٠ من الميثاق، وطلبت اللجنة إليه مواصلة هذه الجهود والافادة عن نتائجها في التقرير الاستعراضي التالي للجنة التنسيق اﻹدارية.

In stressing the importance of the continued attention by the Secretary-General to efforts to assist countries invoking Article 50 of the Charter, the Committee had requested that information should continue to be provided to it on that subject in the future.

٢٧٧ - وأثنى عدة أعضاء على المعلومــات الواردة في التقرير السنوي الشامل )E/1995/21، الفقرات ٧١ إلى ٨٠( المتعلقة بالمساعدة المقدمة إلى البلدان التي تحتج بالمادة ٥٠ من ميثاق اﻷمم المتحدة.

In accordance with relevant recommendations of CPC, this report provides, as in previous years, updated information on the assistance provided by the organizations of the United Nations system to countries invoking Article 50 of the Charter of the United Nations.
ووفقا للتوصيات ذات الصلة من لجنة البرنامج والتنسيق، يتضمن هذا التقرير معلومات مستكملة عن المساعدة التي تقدمها المنظمات الداخلة في منظومة اﻷمم المتحدة إلى البلدان التي تطلبها استنادا إلى المادة ٥٠ من ميثاق اﻷمم المتحدة.

124. Some delegations welcomed the detailed information contained in the report in connection with assistance provided by the organizations of the United Nations system to countries invoking Article 50 of the Charter of the United Nations, and requested the Secretariat to continue to provide the Committee with further information on this matter in the future.
٤٢١ - ورحب بعض الوفود بالمعلومات المفصلة الواردة في التقرير بصدد ما تقدمه مؤسسات منظومة اﻷمم المتحدة من مساعدة إلى البلدان التي تطلبها استنادا إلى المادة ٥٠ من ميثاق اﻷمم المتحدة، وطلبت إلى اﻷمانة العامة مواصلة تزويد اللجنة مستقبلا بمزيد من المعلومات عن هذه المسألة.

5. In addition, part one of the report covers inter-agency preparations for the forthcoming triennial comprehensive policy review of operational activities for development of the United Nations system, and updates information on measures undertaken by the system to assist countries invoking article 50 of the Charter of the United Nations.
٥ - وإضافة إلى ذلك يشمل الجزء اﻷول من التقرير اﻷعمال التحضيرية المشتركة بين الوكالات لاستعراض السياسات الشامل الذي يجري كل ثلاث سنوات لﻷنشطة التنفيذية من أجل التنمية التي تضطلع بها منظومة اﻷمم المتحدة، ومعلومات مستكملة بشأن التدابير المتخذة من جانب المنظومة لمساعدة البلدان المستندة إلى المادة ٥٠ من ميثاق اﻷمم المتحدة.

The Committee recommended that CEB play a role in better coordinating the analysis of the problems of the countries invoking Article 50 of the Charter, and in the development of new methodologies to identify the damage to affected States and new mechanisms to determine the appropriate compensation for them.
وأوصت أيضا بأن يقوم المجلس المذكور بدور في زيادة التنسيق عند تحليل مشاكل البلدان التي تطلب تنفيذ المادة 50 من الميثاق، ووضع منهجيات جديدة لتحديد الضرر الذي لحق بالدول المتضررة وآليات جديدة لتحديد التعويض المناسب الذي يقدم لها.

In particular, they appreciated the attention being paid by ACC to the follow-up to UNCED, coordination of humanitarian assistance and its continuum to rehabilitation and development, and the assistance by the United Nations system to the countries invoking Article 50 of the United Nations Charter and to the countries with economies in transition.
وأعربت هذه الوفود عن تقديرها بصفة خاصة للاهتمام الذي أولته لجنة التنسيق الادارية لمتابعة أعمال مؤتمر اﻷمم المتحدة المعني بالبيئة والتنمية، وتنسيق المساعدة اﻹنسانية ووصلها باﻹصلاح والتنمية، والمساعدة المقدمة من منظومة اﻷمم المتحدة الى البلدان التي تطلبها بالاستناد الى المادة ٥٠ من ميثاق اﻷمم المتحدة وإلى البلدان ذات الاقتصادات التي تمر بمرحلة انتقال.
