In addition, they should ensure judicial oversight and review before the transfer of any detainee and investigate credible allegations of transfers involving a real risk of torture.

75. The various reports of the Secretary-General on the matter provided useful information on the 47 credible allegations of serious crimes that had thus far been brought to the attention of States of nationality; however, as very few responses had been received from those States, it was impossible to tell whether the allegations had been taken seriously.
