I would like to seize this opportunity to reiterate our deep gratitude to the Security Council for the steps it has already taken to assist Africa in addressing the crises in Mali.

IV. Efforts to resolve the crises in Mali
رابعا - الجهود الرامية إلى تسوية الأزمات في مالي

The Peace and Security Council adopted the Strategic Concept for the Resolution of the crises in Mali and Other Related Aspects developed by the African Union Commission in close collaboration with the Malian transitional authorities, the countries of the region, the Economic Community of West African States (ECOWAS), the United Nations, the European Union and other partners.
واعتمد مجلس السلام والأمن المفهوم الاستراتيجي لتسوية الأزمات في مالي والجوانب الأخرى ذات الصلة، الذي وضعته مفوضية الاتحاد الأفريقي بالتعاون الوثيق مع السلطات الانتقالية في مالي، وبلدان المنطقة، والجماعة الاقتصادية لدول غرب أفريقيا، والأمم المتحدة، والاتحاد الأوروبي، وشركاء آخرين.

7. Welcomes the conclusions of the meeting of the Support and Follow-up Group on the Situation in Mali, held in Bamako on 19 October 2012, which welcomed the Strategic Concept for the Resolution of the crises in Mali and Other Related Aspects.
7 - يرحب بنتائج اجتماع مجموعة الدعم والمتابعة المعنية بالحالة في مالي المعقود في باماكو في 19 تشرين الأول/أكتوبر 2012، الذي رحب بالمفهوم الاستراتيجي لتسوية الأزمات في مالي والجوانب الأخرى ذات الصلة.

1. Takes note of the Report of the Chairperson of the Commission on the Strategic Concept for the Resolution of the crises in Mali and Other Related Aspects [PSC/MIN/3(CCCXXXIX)].
1 - يحيط علما بتقرير رئيسة مفوضية الاتحاد الأفريقي عن المفهوم الاستراتيجي لتسوية الأزمات في مالي والجوانب الأخرى ذات الصلة [PSC/MIN/3(CCCXXXIX)].

6. It is against this background that the African Union Commission, in close consultation with ECOWAS, the United Nations and the European Union, convened a meeting of the Support and Follow-up Group on the Resolution of the crises in Mali, in Bamako on 19 October 2012, with the aim to review the evolution of the situation in Mali and consider the draft Strategic Concept.
6 - على هذه الخلفية، عقدت مفوضية الاتحاد الأفريقي، بالتشاور الوثيق مع الجماعة الاقتصادية لدول غرب أفريقيا والأمم المتحدة والاتحاد الأوروبي بباماكو في 19 تشرين الأول/أكتوبر 2012 اجتماعاً لمجموعة الدعم والمتابعة لتسوية الأزمات في مالي بهدف استعراض تطور الحالة في مالي وبحث مشروع المفهوم الاستراتيجي.

3. Since the issuance of my previous report, of 29 June 2012 (S/2012/510), the political landscape in West Africa has continued to be dominated by the crises in Mali and the Sahel, as well as by the post-coup developments in Guinea-Bissau.
3 - منذ صدور تقريري السابق المؤرخ 29 حزيران/يونيه 2012 (S/2012/510)، ظل المشهد السياسي في غرب أفريقيا تسيطر عليه الأزمات في مالي ومنطقة الساحل، فضلا عن التطورات التي تلت الانقلاب الذي وقع في غينيا - بيساو.

Council underlines that the Concept is intended to help structure international action to resolve the crises in Mali. In this regard, Council requests the Chairperson of the Commission, pending the transmission of the concept of operations referred to in paragraph 9 below, to submit the Strategic Concept to the United Nations Security Council to seek the latter's total support for its effective implementation;
ويؤكد المجلس أن القصد من المفهوم هو المساعدة في تنظيم العمل الدولي من أجل تسوية الأزمات في مالي وفي هذا الصدد، يطلب المجلس إلى رئيسة المفوضية، ريثما يحال مفهوم العمليات المشار إليه في الفقرة 9 أدناه، تقديم المفهوم الاستراتيجي إلى مجلس الأمن التابع للأمم المتحدة والتماس تأييده التام من أجل تنفيذه على نحو فعَّال؛

8. Requests the Malian authorities, prior to the submission by the United Nations Secretary-General of the report requested by the United Nations Security Council in paragraph 7 of resolution 2071 (2012), to take the following steps, in order to strengthen efforts aimed at resolving the crises in Mali:
8 - يطلب إلى السلطات في مالي أن تتخذ، قبل تقديم الأمين العام للأمم المتحدة التقرير الذي طلبه منه مجلس الأمن التابع للأمم المتحدة في الفقرة 7 من القرار 2071 (2012)، التدابير التالية، بغية تعزيز الجهود الرامية إلى تسوية الأزمات في مالي:

The International Organization of la Francophonie (OIF), the Organization of Islamic Cooperation (OIC) and a number of bilateral partners, including France and the United Kingdom of Great Britain and Northern Ireland, which have designated Special Envoys for the Sahel, as well as the United States of America, are also contributing to the international efforts to help resolve the crises in Mali.
وتسهم أيضا المنظمة الدولية للفرنكوفونية ومنظمة التعاون الإسلامي وعدد من الشركاء الثنائيين، بما في ذلك فرنسا والمملكة المتحدة لبريطانيا العظمى وأيرلندا الشمالية، اللتين عيّنتا مبعوثين خاصَّين إلى منطقة الساحل، وكذلك الولايات المتحدة الأمريكية، في الجهود الدولية الرامية إلى المساعدة في تسوية الأزمات في مالي.
