The Committee underlines that play and recreation are essential to the health and well-being of children and that it is through cultural life and the arts that children and their communities express their specific identity and the meaning they give to their existence.
وتؤكد اللجنة أن الألعاب والأنشطة الترفيهية ضرورية لصحة ورفاه الأطفال، وأن الأطفال وأفراد مجتمعاتهم يعبرون عن هويتهم المحددة ومعنى وجودهم عبر الحياة الثقافية والفنون.

577. The Committee notes with concern that the State party has not given adequate consideration to the rights of children to rest and leisure, to engage in play and recreational activities appropriate to their age and to participate freely in cultural life and the arts.
577- تلاحظ اللجنة بقلق أن الدولة الطرف لم تعر الاهتمام الكافي لحقوق الطفل في الراحة والترفيه والمشاركة في اللعب والأنشطة الترفيهية المناسبة لسنه وحرية المشاركة في الحياة الثقافية والفنية.

In this context, the Committee recalls article 31 of the Convention which establishes the right of the child to participate freely in cultural life and the arts.

The importance of accessibility was reiterated by that Committee in its general comment No. 17 (2013) on the right of the child to rest, leisure, play, recreational activities, cultural life and the arts (art. 31).
وأكدت اللجنة أهمية إتاحة إمكانية الوصول في تعليقها العام رقم 17(2013) بشأن حق الطفل في الراحة ووقت الفراغ ومزاولة الألعاب وأنشطة الاستجمام والمشاركة في الحياة الثقافية وفي الفنون (المادة 31).

The Committee notes that insufficient attention has been given by States parties and others to the implementation of the provisions of article 31 of the Convention, which guarantees " the right of the child to rest and leisure, to engage in play and recreational activities appropriate to the age of the child and to participate freely in cultural life and the arts " .
تلاحظ اللجنة عدم كفاية الاهتمام الذي أولته الدول الأطراف وجهات أخرى لتنفيذ أحكام المادة 31 من الاتفاقية، التي تكفل " حق الطفل في الراحة ووقت الفراغ ومزاولة الألعاب والأنشطة الترويحية المناسبة لسنه، والمشاركة بحرية في الحياة الثقافية وفي الفنون " .

10. The Committee has noted over the years that in general, insufficient attention is given and measures taken to implement the provisions of article 31 of the Convention, which guarantees " the right of the child to rest and leisure, to engage in play and recreational activities appropriate to the age of the child and to participate freely in cultural life and the arts " .
10- لاحظت اللجنة على مر السنين، بوجه عام، أن ما يولى من اهتمام وما يتخذ من تدابير غير كافٍ لتنفيذ أحكام المادة 31 من الاتفاقية التي تنص على " حق الطفل في الراحة ووقت الفراغ، ومزاولة الألعاب وأنشطة الاستجمام المناسبة لسنه والمشاركة بحرية في الحياة الثقافية وفي الفنون " .

The Committee recommends that the State party strengthen its efforts to guarantee the right of the child to rest and leisure, to engage in play and recreational activities appropriate to the age of the child and to participate freely in cultural life and the arts.
79- توصي اللجنة الدولة الطرف بأن تعزز جهودها لضمان حق الطفل في الراحة والترفيه والمشاركة في اللعب، وفي أنشطة اللعب المناسبة لعمره، والمشاركة مجاناً في الحياة الثقافية والفنون.

Articles 19, 34, 37 and 38: Violence, sexual exploitation, deprivation of liberty by unlawful or arbitrary means and forced service in armed conflicts impose conditions that seriously impede or even eliminate children's abilities to enjoy play, recreation and participation in cultural life and the arts.
30- المواد 19 و34 و37 و38: يفرض العنف والاستغلال الجنسي والحرمان من الحرية بسبل غير قانونية أو تعسفية والخدمة القسرية في النزاعات المسلحة ظروفاً تعيق بشكل جدي إن لم نقل تقضي على قدرة الأطفال على التمتع باللعب والاستجمام والمشاركة في الحياة الثقافية والفنون.

(c) Undertake effective measures to reduce schoolrelated stress and the competitiveness of the school system and strengthen efforts to promote the development of children's personality, talents and abilities to their fullest potential, including through the promotion of cultural life and the arts and play and recreational activities in schools;

722. The Committee notes with concern that according to the State party inadequate consideration is given to the rights of children to rest and leisure, to engage in play and recreational activities appropriate to their age, and to participate freely in cultural life and the arts.
722- تلاحظ اللجنة بقلق إقرار الدولة الطرف بعدم إيلاء اهتمامٍ كافٍ لحقوق الأطفال في الراحة والأنشطة الترفيهية للمشاركة في اللعب والأنشطة الترويحية المناسبة لأعمارهم، والمشاركة بحرية في الحياة الثقافية والفنون.

67. The Committee draws the State party's attention to its general comment No. 17 (2013) on the right of the child to rest, leisure, play, recreational activities, cultural life and the arts.
67- تلفت اللجنة انتباه الدولة الطرف إلى تعليقها العام رقم 17(2013) بشأن حق الطفل في الراحة ووقت الفراغ ومزاولة الألعاب والأنشطة الترفيهية وفي الحياة الثقافية والفنون.

71. In the light of article 31 of the Convention, the Committee strongly recommends that the State party strengthen efforts to guarantee the right of the child to rest and leisure, to engage in sports, play and recreational activities appropriate to the age of the child and to participate freely in cultural life and the arts.
71- في ضوء المادة 31 من الاتفاقية، توصي اللجنة بشدة بأن تعزز الدولة الطرف جهودها لكفالة حق الطفل في التمتع بأوقات الراحة والترفيه والمشاركة في الرياضة والأنشطة الترفيهية الملائمة لعمره وتمكينه من المشاركة بحرية في الحياة الثقافية والفنية.
