My delegation has read with interest the report of the Group of Governmental Experts, so ably chaired by Ambassador Rivas of Colombia, on the relationship between disarmament and development in the current international context.

Although progress has been made, the current international context poses a threat to this trend, as we have witnessed in the negative impacts of climate change, the food and fuel crisis and, more recently, the global economic and financial crisis.
