The declarant shall only be a person of the Republic of Armenia, except for the cases when natural persons transport goods across the customs border of the Republic of Armenia.
2 - لا يمكن أن يكون صاحب الإقرار الجمركي إلا من مواطني جمهورية أرمينيا، إلا في الحالات التي يقوم فيها أشخاص اعتباريون بنقل السلع عبر الحدود الجمركية لجمهورية أرمينيا.

In case the person transporting goods across the customs border of the Republic of Armenia is mentally ill or suffers from other serious disease, or if he is under sixteen, the declaration shall be effected by a lawful representative of the latter incurring liability defined by the present Code for the declarant, including liability for authenticity of the information declared.
4 - في حالة ما إذا كان الشخص الذي ينقل السلع عبر الحدود الجمركية لجمهورية أرمينيا مريضا بمرض عقلي أو يعاني من مرض خطير آخر، أو إذا ما كان دون سن السادسة عشرة، يقدم الإقرار الجمركي ممثل قانوني له، ويتحمل المسؤولية التي يحددها هذا القانون لصاحب الإقرار، بما في ذلك مسؤوليته عن صحة المعلومات المعلنة.

The Customs Bodies shall be entitled to perform inspection of goods and means of transportation in order to verify the legality of transportation of goods and means of transportation across the customs border of the Republic of Armenia as well as accounting for collection of customs payments.
1 - من حق هيئات الجمارك إجراء التفتيش على السلع ووسائل النقل للتحقق من قانونية نقل السلع ووسائل النقل عبر الحدود الجمركية لجمهورية أرمينيا، فضلا عن تسجيل تقاضي الرسوم الجمركية.

A representative of the person that handles transportation of goods and means of transportation across the customs border of the Republic of Armenia or provides space for their storage shall be present during the inspection.
2 - يحضر التفتيش ممثل للشخص الذي يتولى نقل السلع ووسائل النقل عبر الحدود الجمركية لجمهورية أرمينيا، أو الذي يوفر مساحة لتخزينها.

Furthermore, the decree of the Council of Ministers of 18 March 1997 regarding the establishment of prohibitions and restrictions on the transport of items over the customs border of Belarus, and its provisions regarding the import and export of certain printed and audio—visual material as specified in paragraph 24 above, is a further impediment to printing in Lithuania.
٠٤- وفضلاً عن ذلك، فإن قرار مجلس الوزراء المؤرخ في ٨١ آذار/مارس بشأن وضع القوانين المانعة والقيود على نقل السلع عبر الحدود الجمركية لبيلاروس وأحكامه المتعلقة باستيراد وتصدير مواد مطبوعة وسمعية بصرية معينة، كما هو مبين في الفقرة ٤٢ أعلاه، يشكل عقبة أخرى أمام الطباعة في ليتوانيا.

Goods being the direct object of customs regulations infringement, transportation means used for transportation of those goods across the customs border, caches deliberately made for transportation of goods across the customs border of the Republic of Armenia, as well as documents required for proceedings concerning customs regulations infringement shall be subject to confiscation.
1 - يجوز مصادرة السلع التي تخالف نظم الجمارك مخالفة مباشرة، ووسائل النقل المستخدمة في نقل هذه السلع عبر الحدود الجمركية، والمخابئ المصممة خصيصا لنقل السلع عبر الحدود الجمركية لجمهورية أرمينيا، فضلا عن المستندات اللازمة للإجراءات المتعلقة بمخالفة نظم الجمارك.

The Customs Code, adopted by Act of the Republic of Tajikistan No. 62 of 3 December 2004, contains separate sections and chapters regulating the procedure and terms with respect to customs registration, declarations and customs inspection of goods and means of transportation being conveyed across the customs border of the Republic of Tajikistan.
ويتضمن قانون الجمارك، المعتمد بموجب قانون جمهورية طاجيكستان رقم 62 المؤرخ 3 كانون الأول/ديسمبر 2004، أبوابا وفصولا مستقلة لتنظيم إجراءات وشروط التسجيل الجمركي والإقرارات الجمركية والتفتيش الجمركي للسلع ووسائل النقل التي تعبر الحدود الجمركية لجمهورية طاجيكستان.

On 18 March 1997, the Council of Ministers of the Republic of Belarus passed Decision No. 218 on the Establishment of Prohibitions and Restrictions on the Transport of Items over the customs border of the Republic of Belarus, in order to “defend national security, to protect the rights and freedoms of individuals, the health and moral standing of the population, and to ensure protection of the environment”.
٤٢- وفي ٨١ آذار/مارس ٧٩٩١، أصدر مجلس وزراء جمهورية بيلاروس القرار رقم ٨١٢ بشأن وضع قوانين مانعة وقيود على نقل المواد عبر الحدود الجمركية لجمهورية بيلاروس بغية " حماية اﻷمن القومي، وحماية حقوق اﻷفراد وحرياتهم، وصحة السكان وأخلاقياتهم، وضمان حماية البيئة " .

As regards the flow of information across borders, the Special Rapporteur emphasizes that the decree (Decision No. 218) on the Establishment of Prohibitions and Restrictions on the Transport of Items over the customs border of the Republic of Belarus, specifically the provisions regarding information, presents serious obstacles to the free flow of information.
١٩- وفيما يتعلق بتدفق المعلومات عبر الحدود، يؤكد المقرر الخاص أن القرار )رقم ٩١٢( الخاص بوضع قوانين مانعة وقيود على نقل المواد عبر الحدود الجمركية لجمهورية بيلاروس، وبخاصة اﻷحكام المتعلقة باﻹعلام، يضع عقبات خطيرة أمام التدفق الحر للمعلومات.

In accordance with resolution No. 218 of the Council of Ministers of 18 March 1997 " On the establishment of prohibitions and restrictions on the transfer of items across the customs border of the Republic of Belarus " , the list of items whose transfer across the customs border is restricted at the time of import and export includes weapons and ammunition.
وتندرج الأسلحة والذخائر في قائمة الأشياء التي يخضع نقلها عبر الحدود الجمركية لجمهورية بيلاروس للرقابة، فيما يتعلق بالاستيراد والتصدير، بموجب مرسوم مجلس وزراء جمهورية بيلاروس رقم 218، الصادر في 18 آذار/مارس 1997، بشأن " فرض الحظر والقيود على نقل الأشياء عبر الحدود الجمركية لجمهورية بيلاروس " .

Checks of the authenticity of licenses and other documents issued by the competent bodies for the transfer of small arms across the customs border of the Republic of Belarus are carried out on the basis of models of such licenses or permits, and also signatures of persons authorized to issue such documents, which are sent to the State Customs Committee by the competent bodies.

The Council of Ministers of the Republic of Belarus has established a licensing procedure for the import and export of chemicals falling within the regime of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction in order to comply with international obligations to monitor the movement of such chemicals across the customs border of the Republic of Belarus.

To prevent smuggling and violation of the RA Customs legislation with respect to transportation of goods across the customs border of the Republic of Armenia, to prevent illicit traffic of drugs, arms /.../, and other goods across the customs border of the Republic of Armenia, as well as to assist in struggle against international terrorism;

Illicit transportation of goods in huge quantities, cultural or other valuable goods, as well as arms, weapons, narcotics, virulent, poisonous, radioactive, explosive materials and devices regardless their quantity across the customs border of the Republic of Armenia without customs control or concealing the above mentioned materials, or with the fraudulent use of customs and other documents shall be considered smuggling.
1 - يدخل في نطاق التهريب النقل غير المشروع لكميات كبيرة من السلع، والسلع الثقافية أو غيرها من السلع القيّمة، فضلا عن الأسلحة، والمخدرات، والمواد والأجهزة الضارة والسامة، والمشعة والمتفجرة، بغض النظر عن كميتها، عبر الحدود الجمركية لجمهورية أرمينيا دون خضوعها لضوابط الجمارك، أو بإخفاء المواد المذكورة أعلاه، أو بالاحتيال في استخدام مستندات الجمارك وغيرها من المستندات.
