21- وأشارت قبرص إلى أن القانون المتعلق بالانتخابات البرلمانية الأوروبية يسمح لجميع المواطنين القبارصة بممارسة حقوقهم في التصويت.

142. Turkish Cypriot citizens, unlike other Cypriot citizens, are entitled to free health care services at all state hospitals, irrespective of their financial capacity.

Furthermore, I would like to specify that all administrative matters of the population living in each district, irrespective of origin, are the responsibility of the district administrative officers whom we have instructed to take all necessary measures to ensure that the policy of equal treatment is applied to all Cypriot citizens without any exception or discrimination.

27. The extradition of Cypriot citizens to another State was not permitted under the provisions of the Constitution. However, the prosecuting authorities might be contacted in connection with crimes committed abroad, which were classified as offences in Cyprus and over which the courts had jurisdiction.
٧٢- ومضى قائلاً إن تسليم المواطنين القبارصة إلى دول أخرى غير مباح بمقتضى أحكام الدستور، ولكن يمكن الاتصال بسلطات المقاضاة بصدد الجرائم المرتكبة في الخارج المصنفة في قبرص باعتبارها جرائم تدخل في اختصاص المحاكم.

There is yet another misleading statement: " Restrictions on the establishment of secondary residence by Cypriot citizens anywhere in Cyprus were removed " .
33 - وثمة عبارة مضللة أخرى أيضا وهي التالية: " أُلغيت القيود المفروضة على اختيار المواطنين القبارصة محل إقامة ثانيا في أي مكان من قبرص " .

13. Cyprus reported that section 5 of its Criminal Code renders all Cypriot citizens criminally accountable for offences committed outside the territory of Cyprus, provided that those offences are punishable under penal laws of the Republic of Cyprus.
13 - وأفادت قبرص بأن المادة 5 من قانونها الجنائي تجعل كل المواطنين القبارصة معرضين للمساءلة الجنائية على الجرائم التي ترتكب خارج إقليم قبرص، شريطة أن ينص قانون العقوبات العام لجمهورية قبرص على معاقبة تلك الجرائم.

It should be also underlined that the Greek Cypriot policy of naming Turkish Cypriot citizens originating from Turkey and their descendants as " settlers " , constitutes clear discrimination against our people on the grounds of ethnicity and place of birth and it is thus totally unacceptable.
وينبغي أيضا التأكيد على أن السياسة القبرصية اليونانية المتمثلة في تسمية المواطنين القبارصة الأتراك الذين يعود منشؤهم إلى تركيا وسلالاتهم بوصفهم " مستوطنين " هي تمييز واضح ضد شعبنا على أساس العرق ومحل الميلاد ومن ثم فهي غير مقبولة جملة وتفصيلا.

While residency ceilings were slightly lowered as part of the package discussed with all parties at Bürgenstock, they were also made to rise earlier, thus bringing forward the day when Greek Cypriots could begin returning to their homes. Restrictions on the establishment of secondary residences by Cypriot citizens anywhere in Cyprus were removed.
وفي حين تم تخفيض الحدود القصوى للإقامة بصورة طفيفة ضمن مجموعة الإجراءات التي نوقشت مع جميع الأطراف في بيرغنستوك، فقد سُمح أيضا برفعها في وقت سابق، بما يقرب اليوم الذي يمكن فيه للقبارصة اليونانيين أن يبدأوا في العودة إلى ديارهم.كما ألغيت القيود المفروضة على إنشاء المواطنين القبارصة لمحل إقامة ثان في أي مكان من قبرص.

82. My proposal to find a way through this cluster of issues was inspired by the need to find a form of government which (a) reflected and guaranteed the political equality of Greek Cypriots and Turkish Cypriots but also reflected in a democratic manner the significantly larger numbers of Greek Cypriot citizens; and (b) carried cast-iron guarantees against domination while ensuring that the government would function effectively.
82 - وكان مقترحي للخروج من هذه المسائل الشائكة يستلهم من الحاجة إلى إيجاد شكل حكومة يتسم بما يلي: (أ) يعكس ويكفل المساواة السياسية بين القبارصة اليونانيين والقبارصة الأتراك، ويعكس في الوقت نفسه وبشكل ديمقراطي الفارق العددي لصالح المواطنين القبارصة اليونانيين؛ (ب) يمثل ضمانات متينة تحول دون الهيمنة مع كفالة سير أعمال الحكومة بفعالية.

The relevant legislation enacted by the Greek Cypriot administration over the years for the utilization of Turkish Cypriot immovable properties (law No. 139/1991), includes provisions for the issuance of ownership certificates to Greek Cypriot citizens for houses built on Turkish Cypriot properties in the south.
وتتضمن التشريعات ذات الصلة التي سنتها اﻹدارة القبرصية اليونانية على مر السنين لاستغلال الممتلكات غير المنقولة القبرصية التركية )القانون رقم ١٣٩/١٩٩١(، أحكاما تتعلق بإصدار شهادات الملكية للمواطنين القبارصة اليونانيين للمنازل المشيدة على الممتلكات القبرصية التركية في الجنوب.

Moreover, the European Commission against Racism and Intolerance (ECRI) Third report on Cyprus adopted on 16 December 2005 has made a noteworthy advice to the Greek Cypriot administration and I quote: " ECRI recommends that the Cypriot (Greek) authorities pay attention and address problems of racism and racial discrimination facing Turkish Cypriot citizens. "
كما تجدر الإشارة إلى التوصية المقدمة إلى الحكومة القبرصية اليونانية في التقرير الثالث للمفوضية الأوروبية لمناهضة العنصرية والتعصب بشأن قبرص، المعتمد في 16 كانون الأول/ديسمبر 2005، ونصها كالتالي: " توصي المفوضية الأوروبية لمناهضة العنصرية والتعصب السلطات القبرصية (اليونانية) الاهتمام بمشاكل العنصرية والتمييز العنصري التي يواجهها المواطنون القبارصة الأتراك والتصدي لها " .
