However, these dispositions limit this rule to dams, dykes and nuclear power stations, so other types of installations which can also contain dangerous forces do not benefit from the same level of protection.

The Special Rapporteur agrees with this reading and believes that, although the delegates negotiating the Additional Protocols could not agree on other types of installations that should be covered by this rule, logic and the imperative of protection of civilians from the effects of the release of dangerous products, dictates that this rule should apply equally to all works and installations containing dangerous forces.

15. Works or installations containing dangerous forces, or where hazardous activities are being carried out, sites that are essential to human health or the environment, and cultural property, including cultural and natural sites, should be clearly marked and identified in accordance with international rules (see art. 56, para. 7, of Protocol I of 1977 and art. 6 of the Hague Convention of 1954).
١٥ - فيما يتعلق باﻷشغال الهندسية أو المنشآت التي تحوي قوى خطرة أو عند القيام بأنشطة خطرة، ينبغي وفقا للقواعد الدولية أن يتم بوضوح وسم وتحديد هوية المواقع التي تعتبر حيوية لصحة اﻹنسان أو البيئة وكذلك الممتلكات الثقافية بما فيها المواقع الثقافية والطبيعية )انظر الفقرة ٧ من المادة ٥٦ من البروتوكول اﻹضافي اﻷول لعام ١٩٧٧، والمادة ٦ من اتفاقية لاهاي لحماية الممتلكات الثقافية في حالة النزاع المسلح(.
