وإذ تـدرك أن الدول الحائزة للأسلحة النووية اتخذت خطوات محدودة فيما يتعلق بإلغاء حالة الاستنفار وإلغاء الاستهداف وأن من الضروري اتخاذ مزيـد من الخطوات العملية الواقعية المتداعمة للإسهام في تحسين المناخ الدولي لإجراء مفاوضات تفضي إلى إزالة الأسلحة النووية،
