In its resolution 52/215 A, the General Assembly decided to retain the debt-burden adjustment for the scale for the period 1998-2000 and to use the debt-flow approach for the first year of the scale period and the debt-stock approach for the second and third years.

42. The Committee noted that the use of the debt-flow approach instead of the debt-stock approach would not greatly alter the overall size of the debt-burden relief; however, the impact of the debt-burden adjustment would change significantly for some Member States, owing to the variations in repayment patterns.
42 - ولاحظت اللجنة أن استخدام نهج تدفق الديون بدلا من نهج رصيد الديون لن يغير كثيرا من الحجم الكلي لتخفيف عبء الدين؛ إلا أن تأثير التسوية المتصلة بعبء الدين سيتغير كثيرا بالنسبة لبعض الدول الأعضاء بسبب الاختلافات في أنماط السداد.

4. During its review of the debt-burden adjustment, the Committee on Contributions had noted that the unavailability of data was no longer a factor in determining whether to base the debt-burden adjustment on total external debt or public external debt; and whether the debt-stock approach or the debt-flow approach should be used.
4 - وخلال استعراضها للتسوية المتصلة بعبء الدين، لاحظت لجنة الاشتراكات أن عدم توافر البيانات لم يعد يشكل عاملا في تحديد ما إذا ينبغي أن تستند التسوية المتصلة بعبء الدين إلى إجمالي الدين الخارجي أو الدين الخارجي العام؛ وما إذا ينبغي استخدام نهج رصيد الديون أو نهج تدفق الديون.

39. The Committee noted that the unavailability of data was no longer a factor in determining whether to base the debt-burden adjustment on (a) total external debt or public external debt; and (b) the debt-stock approach or the debt-flow approach.
39 - وأشارت اللجنة إلى أن عدم توافر البيانات لم يعد عاملا في تقرير ما إذا كان ينبغي أن تستند التسوية المتصلة بعبء الدين إلى (أ) إجمالي الدين الخارجي أو الدين الخارجي العام؛ (ب) ونهج رصيد الديون أو نهج تدفق الديون.

In that event, and notwithstanding the view of some members of the Committee that the overall level of debt itself constituted a significant burden, the Committee also agreed that the adjustment should be based on data on actual principal repayments (what has become known as the debt-flow approach) rather than on a proportion of debt stocks (what has become known as the debt-stock approach).
