13. As per the decision of the General Council of the WTO of 1 August 2004, cotton should be addressed in an expeditious manner within the framework of negotiations on agriculture.
13 - وبموجب قرار المجلس العام لمنظمة التجارة العالمية المؤرخ 1 آب/أغسطس 2004، يجب أن تعالج مسألة القطن بشكل مستعجل في إطار المفاوضات الزراعية.

4. Modalities agreed on Annex D of the decision of the General Council of 1 August 2004 should guide the trade facilitation negotiating process and be adequately reflected in the final outcome of the negotiations, so as to ensure the implementation of future disciplines in this area.
4 - وينبغي الاسترشاد بالطرائق المتفق عليها في المرفق دال من قرار المجلس العام المؤرخ 1 آب/أغسطس 2004 في عملية المفاوضات بشأن تيسير التجارة وتضمينها بالشكل المناسب في النتائج الختامية للمفاوضات ضمانا لتنفيذ الضوابط المعتمدة مستقبلا في هذا المجال.

2. Stresses that in order for the Doha Round to be concluded satisfactorily, the negotiations should result in the establishment of rules and disciplines in the area of agriculture, adhering to the development mandate of the Doha Ministerial Declaration, the decision of the General Council of the World Trade Organization of 1 August 2004 and the Hong Kong Ministerial Declaration;
2 - تؤكد ضرورة أن تسفر المفاوضات عن وضع قواعد وضوابط في ميدان الزراعة تتقيد بما تقرر بشأن التنمية في إعلان الدوحة الوزاري، وفي قرار المجلس العام لمنظمة التجارة العالمية المؤرخ 1 آب/أغسطس 2004، وفي إعلان هونغ كونغ الوزاري حتى تختتم جولة الدوحة على نحو مرض؛

4. Notes the decision of the General Council of the World Trade Organization of 15 May 2003 granting a waiver with respect to the measures taken to implement the Kimberley Process Certification Scheme, effective from 1 January 2003 to 31 December 2006, and the decision of the General Council of 17 November 2006 granting an extension of the waiver until 31 December 2012;

5. Expresses its concern over the lack of progress in areas of negotiations of particular concern to developing countries, which led to missing deadlines provided in the decision of the General Council of the World Trade Organization;
