Another element in the legal framework initiated by COPUOS was the Declaration on International Cooperation in the Exploration and Use of Outer Space for the Benefit and in the Interest of All States, Taking into Particular Account the Needs of Developing Countries, adopted in 1996.

In that connection, he recalled the Declaration on International Cooperation in the Exploration and Use of Outer Space for the Benefit and in the Interest of All States, Taking into Particular Account the Needs of Developing Countries, adopted by the General Assembly in its resolution 51/122.

In addition, the Declaration on International Cooperation in the Exploration and Use of Outer Space for the Benefit and in the Interest of All States, Taking into Particular Account the Needs of Developing Countries (Benefits Declaration) was studied from the perspective of overarching governance of space activities.

Article IX of the Outer Space Treaty, when interpreted in the light of the Declaration on International Cooperation in the Exploration and Use of Outer Space for the Benefit and in the Interest of All States, Taking into Particular Account the Needs of Developing Countries, of 1996, bases international cooperation on the free determination of fair, equitable and mutually acceptable contractual terms.
وحينما تُفَسَّر المادة الحادية عشرة من معاهدة الفضاء الخارجي على ضوء الإعلان الخاص بالتعاون الدولي في مجال استكشاف الفضاء الخارجي واستخدامه لفائدة جميع الدول ومصلحتها، مع إيلاء اعتبار خاص لاحتياجات البلدان النامية، الصادر عام 1996، فإنَّ المادة تقتضي الاستناد في التعاون الدولي إلى شروط تعاقدية عادلة ومنصفة ومقبولة على نحو مشترك وتُحدّد بحرية.

In international space cooperation, we should abide by the basic principles embodied in General Assembly resolution 51/122 of 1996, entitled " Declaration on International Cooperation in the Exploration and Use of Outer Space for the Benefit and in the Interest of All States, Taking into Particular Account the Needs of Developing Countries " .

The Committee agreed (A/61/20, para. 303) that any recommendations or conclusions resulting from the workplan would be in accordance with the Declaration on International Cooperation in the Exploration and Use of Outer Space for the Benefit and in the Interest of all States, Taking into Particular Account the Needs of Developing Countries (General Assembly resolution 51/122, annex).
3- واتفقت اللجنةُ (الوثيقة A/61/20، الفقرة 303)، على أن تكون أيُّ توصيات أو استنتاجات تَنتج عن خطة العمل متمشية مع الإعلان الخاص بالتعاون الدولي في مجال استكشاف الفضاء الخارجي واستخدامه لفائدة جميع الدول ومصلحتها، مع إيلاء اعتبار خاص لاحتياجات البلدان النامية (مرفق قرار الجمعية العامة 51/122).

Having considered the report of the Committee on the Peaceful Uses of Outer Space on the work of its thirty-ninth session and the text of the Declaration on International Cooperation in the Exploration and Use of Outer Space for the Benefit and in the Interest of All States, Taking into Particular Account the Needs of Developing Countries, as approved by the Committee and annexed to its report,

With the adoption of the Declaration on International Cooperation in the exploration and use of outer space and the holding of UNISPACE III, the Committee would have much more responsibility in the coming years and into the next century.
وبعد صدور اﻹعلان المتعلق بالتعاون الدولي وعقد مؤتمر اﻷمم المتحدة الثالث المعني باستكشاف الفضاء الخارجي واستخدامه في اﻷغراض السلمية، ينبغي للجنة أن تأخذ على عاتقها مسؤوليات أكبر بكثير خلال السنوات القادمة والعقد القادم.

A significant achievement had been made on the issue of outer-space benefits by the Legal Subcommittee at its thirty-fifth session. Its Working Group had made considerable progress in elaborating the text of a draft Declaration on International Cooperation in the Exploration and Use of Outer Space, which the Committee had adopted by consensus.
٩١ - ومضى قائلا إن الانتهاء من اﻷعمال المتعلقة بمشروع اﻹعلان المتعلق بالتعاون الدولي في استكشاف الفضاء الخارجي واستخدامه، الذي وافقت عليه اللجنة باﻹجماع، هو إنجاز كبير في أعمال الدورة الخامسة والثلاثين للجنة الفرعية القانونية وفريقها العامل.

143. The Committee recommended that the General Assembly, at its fifty-first session, adopt the Declaration on International Cooperation in the exploration and use of outer space for the benefit and in the interests of all States, taking into particular account the needs of developing countries, as set out in annex IV to the present report.
١٤٣- وأوصت اللجنة بأن تعتمد الجمعية العامة ، في دورتها الحادية والخمسين، الاعلان الخاص بالتعاون الدولي في مجال استكشاف الفضاء الخارجي واستخدامه لفائدة جميع الدول ولمصلحتها، مع إيلاء اعتبار خاص لاحتياجات البلدان النامية، بصيغته الواردة في المرفق الرابع لهذا التقرير.
